GENERAL DESCRIPTION:

Under general supervision (Analyst I) or direction (Analyst II), the Management Analyst for Eastern Municipal Water District's Water Use Efficiency Department performs responsible, professional administrative, financial, budgetary, statistical, and other management and legislative analyses in support of departmental or District-wide activities, functions, and programs; recommends action and assists in formulating policy, procedure, work flow designs, and legislative positions and in budget development and implementation; and performs related duties, as assigned. IDEAL CANDIDATE:

The ideal candidate for this position will be skilled and knowledgeable with GIS concepts and analytical techniques, including computerized mapping and digital data conversion, manipulation and analysis, as well as principles and techniques for a broad range of GIS tools & systems, methods and terminology of geography, cartography, geographic information systems, and cartographic composition. They will have experience identifying different plant types and hardscape features in aerial imagery (e.g. trees, shrubs, turf, etc.), and with data mining and in-depth analysis to determine trends or find specific subsects of data, as well as experience and/or knowledge of water use efficiency and conservation practices, programs, etc.

NEW HIRE OBJECTIVES:

Objectives for the selected incumbent include, but are not limited to the following:

  • Become the Department's expert in all programs related to conservation, including Cayenta and Smartworks as well as the under-development rebate portal. Incumbent is expected to be proficient within 6-months and have mastered them in 9- to 12-months.
  • Develop a “Conservation Data Hub” which will bring together all the metrics around conservation into one location for easy access. Anticipated timeline for completion of this task is within 12 months.
  • Oversee the transfer of consumption (monthly) and rebate (currently annual) data transfer to the California Data Collaborative (CaDC) and assist with troubleshooting any issues that may cause a delay. Incumbent will be expected to assume this task within 3-months and would be expected to be proficient with the CaDC's portal within 6-months.
  • Assist with gathering necessary data for state reporting, specifically for the various components of the Urban Water Use Objectives, as several of these components are new data that must be provided by the water agency. Incumbent will assist with reporting due at the beginning of the year and would be expected to be proficient in this data management within 9-months.
  • Work with Power BI to generate necessary reports for the department. Incumbent is expected to be familiar with this program within two (2) months and would be expected to be proficient within six (6) months.
  • Assist with the ongoing landscape area verification project that will ensure water budget accuracy. Incumbent will be expected to be the department liaison with GIS staff within three (3) months and would be expected to be the primary staff assigned to this effort within six (6) months.
  • DISTINGUISHING CHARACTERISTICS:

    Management Analyst I: This is the entry-level classification in the Management Analyst series. Initially under general supervision, incumbents learn and perform routine analytical work in support of a department or District-wide program. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently.

    Management Analyst II: This is the fully qualified journey-level classification in the Management Analyst series. Positions at this level are distinguished from the Management Analyst I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative.

    SUPERVISION RECEIVED AND EXERCISED:

    Receives general supervision (Management Analyst I) or direction (Management Analyst II) from assigned supervisory or management personnel.
