The primary purpose of this position is to serve as a project manager to conduct comprehensive manpower requirements determination studies and organizational analyses of a wide diversity of organizations, functions, and work processes and provide management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings. Responsibilities Duty 1: Serves as functional point-of-contact and project manager, conducting organizational and process related manpower requirements determination studies. Duty 2: As a project manager, reviews and evaluates organization structures and missions by interpreting data, process flow, organization concepts, and line/staff relationships. Duty 3: Serves as project manager for special studies on process improvement and organizational performance. Duty 4: Analyzes related systems data and prepares system database documents to support manpower requirementdetermination as applicable for the function under study; analyzes functional area systems generated workload data to satisfy the needs of the manpower requirements determination studies and other special projects or studies. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This position may be filled at the GS-09, GS-11 or GS-12. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. This position is a developmental (GS-09 Target GS-12) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. SPECIALIZED EXPERIENCE to QUALIFY FOR GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods and techniques to issues or studies concerning efficiency and effectiveness of workload. Analyzing problems to identify significant factors, gather pertinent data, and develop solutions. Performing occupational studies, prepare reports, correspondence to communicate finds and meet changing deadlines. SPECIALIZED EXPERIENCE to QUALIFY FOR GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing analysis, evaluation, fact-finding, and investigative techniques in order to gather data and identify significant factors. Conducting studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. Applying analytical investigative techniques to accomplish work and recommend a solution from a number of possible alternatives. SPECIALIZED EXPERIENCE to QUALIFY FOR GS-12: Applicants must have at least one year (52 weeks) specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes preparing detailed plans and performs studies for work processes and functions that are interrelated to improve production capacity/efficiency. Independently performs or participates as a key analyst in studies of broad scope. Develops measurement criteria, procedures and/or instruments to meet the needs of assigned study. Actively participates with management in planning detailed plans, budgets, and/or schedules for assigned programs. Conducts studies of performance work statements, efficient management studies, and cost of work center studies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Department of Defense (DoD) and Joint Service management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. 2. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. 3. Knowledge of data base management systems, requirements analysis, and data manipulation and extraction techniques. 4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports. 5. Skill in conducting interviews with employees, supervisors, and management officials at MAJCOM to obtain information about organizational missions, functions, and work procedures. 6. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
