Job Description:

The City of Richmond Department of Public Utilities Organizational Support Division is seeking a qualified candidate for the position of Management Analyst, Senior.Specifically, this position will provide a wide range of support and guidance to assigned departments regarding recruitment, policy interpretation, performance management, and compensation.

  • Coordinates the internal recruitment process and serves as a Recruitment Coordinator;
  • Maintains efficient workflow for all onboarding and offboarding of DPU employees;
  • Prepares and processes the Human Resources Transactions forms for the department, to include salary changes, employee separations, name changes, cost code changes, time source changes, etc.;
  • Reviews and tracks the submission of performance evaluations and outside employment forms;
  • Serves as a liaison for the Appointing Authority/designee and will review and prepare documents for signature and submittal to the Human Resources department;
  • Maintains highly sensitive and confidential employee data and information;
  • Supports and works closely with others to ensure accuracy of information; serves as liaison to external departments;
  • Presenting information, responding to requests, and training staff;
  • Assisting and providing guidance to supervisors related to performance management and individual employee development plans;
  • Maintaining employee human resources records. Performs all additional related duties and responsibilities as required.

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related to assignment
  • Four years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Some assignments may require a Commonwealth of Virginia driver's license.

PREFERRED TRAINING AND EXPERIENCE:

  • Bachelor's degree in Human Resources Management or related field;
  • At least five (5) years of hands-on experience in human resources policies and functions;
  • Strong commitment to deliver quality customer service;
  • Strong organizational, analytical, and interpersonal skills;
  • Utility operations experience.

KNOWLEDGE, SKILLS, AND ABILITIES:

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently reach and finger; and occasionally climb, balance, stoop, kneel, crouch, crawl, reach, stand, push, pull, lift, walk, grasp, and feel. The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
