SUMMARY

Solid Waste Services provides residential refuse collection services to nearly 400,000 units in the City of Charlotte with an annual operating budget of over $80M supported by solid waste fees nearing $40M charged to residential units. Under the general direction of the Solid Waste Services Business Team, the Senior Management Analyst will be responsible for performing a wide variety of analytical support duties and administrative tasks related to Solid Waste Services' address management, service delivery verification, and accurate billing of the Solid Waste Service annual fees as assessed on property tax analysis. Utilizes technological resources and databases to conduct quantitative analyses of information impacting residential collection and disposal fee. Documents and conducts all necessary research for continual improvement of the service type and accompanying billing in coordination with internal and external stakeholders. Tracks and analyzes transactional data to ensure accuracy and completeness of financial reporting. Performs comparative analyses of fiscal and operational performance data and analyzes financial and statistical data. Provides administrative support in the form of performance reporting, revenue projections, and other data analysis to enable the division to achieve successful operational outcomes. Reduces risk as SWS strives to protect the public health of the City of Charlotte by partnering with the community to provide safe, competitive, and efficient services that deliver environmentally friendly and equitable collection programs.

  • Provides a wide variety of analytical and research support from pre-existing data set sources in assigned departments or division; analyzes and makes recommendations for the solution of budgetary, fiscal, or operational concerns and issues that may result in policy development and implementation.
  • Communicates with stakeholders and subject matter experts to identify current issues and opportunities for improving service delivery methods and procedures.
  • Analyze and project solid waste fee revenues by service type, structure, address and unit counts.
  • Monitors program progress in meeting goals and objectives; conducts updates with management staff to inform of project progress and makes adjustments as necessary. Liaison to City Planning & Zoning, I&T, Finance-Treasury, and Mecklenburg County Tax Assessors office to track property changes, development, plans review and data exchange to produce a timely and accurate annual billing cycle; seeks counsel from the SWS Budget & Finance Manager, the City office of Strategy & Budget, and City Attorney's office.
  • In real time, reviews demolitions, building permits, annexations and buildouts as their potential impact to service costs and offsetting revenues.
  • Manage projects and perform quality management, data and trend analysis, business process management, and benchmarking.
  • Evaluates and develops processes and performs quality assurance audits.
  • Examines compliance of billing accuracy, review of Solid Waste Fee challenges and any necessary refunds.
  • Performs comparative analyses of fiscal and operational performance data and analyzes and interprets financial and statistical data and operating results.
  • Serves as a liaison by collaborating and communicating with internal and external entities.
  • Supports the development and enhancement of existing business processes and continuous improvement strategies.
  • Experience with using and coordinating data between the following systems if necessary: Work and Asset Management (Cityworks), Accela, Emerald CRM, Meck Co tax billing, Enterprise Resource Planning, and GIS data systems.
  • May supervise staff.

    CONDITIONS OF EMPLOYMENT

    The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
