Summary: This Personal Services Contractor (PSC) position is located in the Policy and Strategic Planning Division, Office of Policy and Program Analysis, Comptroller Directorate, Bureau of Overseas Buildings Operations, (OBO/COMP/P), in the Department of State (DOS). OBO/COMP/P coordinates the bureau policy and procedures development, strategic planning, and interactions with Congress, the Government Accountability Office (GAO), and the Department's Office of the Inspector General (OIG). Major Duties: The PSC conducts quantitative and qualitative analytical studies of assigned OBO operations; utilizing established procedures and information systems; providing management expertise in support of the Comptroller's activities; monitoring the Bureau's progress in executing short and long-range plans; responding to the front office requests for information; and addressing recommendations from oversight entities. Duties include but are not limited to: Coordinates OBO-wide efforts to comply with requests from Congress, the OIG, and GAO, among other external entities. Organizes document exchanges, coordinates meetings, and works closely with subject matter experts to provide written and verbal communication during the course of audits, reviews, inspections, and Congressional briefings. Evaluates the effects of new or proposed legislation on program operations and management; conducts research and drafts OBO legislative proposals; and communicates policy-related issues to senior management and to other elements within and outside of the Department. Prepares responses to inspection and audit reports and maintains dialogue with external entities to foster cooperation, mutual understanding, open communications, and alignment of objectives. Achieves consensus when faced with divergent points of view. Researches, develops and coordinates informational reports for senior OBO and Department management and external entities. Develops communication such as PowerPoint slide presentations, Excel analyses, position papers, briefing papers, and other materials on a wide variety of OBO policy matters and other subjects to be used by the OBO Director, the Under Secretary for Management, the Secretary of State, and others for briefings, presentations, Congressional testimony, and other external communications. Plans the approach and methodologies for management studies, organizes studies of the effectiveness and efficiency of OBO issues, operations, information flows, functional alignments, and adherence to programs and priorities approved by OBO management. Evaluates current and proposed policies and standards to determine whether these are in consonance with Department policies and regulations, relevant laws, and pertinent directives. Recognizes and recommends business/process/systems solutions to problems and potential problem areas that have significant impact on achieving organizational objectives and recommends future program objectives and improvements. Assesses OBO data management activities to increase efficiency and effectiveness of data quality and accessibility. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. Click on the link for a list of accredited organizations recognized as specializing in interpretation of foreign education credentials Qualifications: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: There is no substitute of education for specialized experience for the GS-13 position. Experience performing extensive inquiry into a wide variety of issues, problems, or proposals; determining data sources and relevance of findings and synthesizing information; evaluating tentative study findings and drawing logical conclusions; and identifying omissions, questionable assumptions, or inadequate data in the analytical work of others and qualitative methods. Experience exercising judgment in all phases of analysis ranging from sorting out the most important problems when dealing with voluminous amounts of information to sifting evidence and developing feasible options or alternative proposals and anticipating policy consequences. Experience preparing written communication to organize ideas and present findings in a logical manner with supporting evidence, and to prepare material complicated by short deadlines and limited information. Experience meeting with officials at all levels to interpret issues, negotiate and resolve differences, and persuasively present reports and other written and oral communications. Benefits:
