The employee will be responsible for collection and analysis of data submitted by designated staff from Luzerne County Juvenile Probation and casework and fiscal department staff at Luzerne County Children and Youth Services. Analyze Initial Child form for accuracy and completeness, verify social security numbers, date of birth, disability and other child demographics
* Analyze Initial Removal form for accuracy and completeness, date of entry and exit into and out of placements, reason of placement, discontinued placement, caretaker's birth date and demographics
* Analyze Ongoing Placement form for accuracy and completeness, date of entry and exit into and out of placements, relocation and per diem changes
* Analyze Review form for accuracy and completeness and time line of hearings
* Contact appropriate personnel to secure explanation of a typical questionable data, incomplete information or inaccurate data
* Develop tracking/monitoring system from timely submission of data and contact caseworkers, supervisor or social service coordinators for missing information and when aware of data not submitted
* Communicate and coordinate with the fiscal department child's financial data, per diem rate for provider and sub-providers, and information regarding placements furnished by the Fiscal Department
* Visit Luzerne County Juvenile Department to scan files and collect information, complete forms for children in shared case management placements
* Ensure timely data entry, transmission and correction of data on PC based system
* Ensure timely data entry, and correction of data on Network and PC based systems
* Review all forms for accuracy and completeness
* Furnishes copies of entries to casework staff
* Collects and maintains paper file system of documents
* Submits reports to Department of Public Welfare and Children and Youth Director as well as other staff as needed
* Compile, enter, analyze reports for Data Collection Tool Visits
* Compile and run reports of cycare, foster and adoption reports for error checking
* Analyze reports for errors and inconsistencies
* Research and contact appropriate personnel to secure ex[planation of a typical questionable date, inconsistence in data
* Analyze and write footnotes for State and Federal government of inconsistence in data and changes in data
* Date check and compile date in report and transmit to State government
* Communicate with state staff with question or changes in protocol of AFCARS
* Write queries for Needs Based Budget, Children and Youth Director, Federal and State Agencies, and other staff as needed
* Knowledgeable for protocol for AFCARS and other related information
* Assists in the transition from AFCAS new Child Welfare Systems including:
* Date conversions
* Hardware and software upgrades
* Planning development
* Staff orientation and training
In addition this position will have responsibilities for automated time record keeping system
* Responsible for implementation and ongoing maintenance of the agency's automated time record keeping system
* Review time sheets for accuracy and completeness
* Interacts with appropriate staff to ensure accuracy and completeness of time sheets
* Ensure timely data entry
* Provide reports
* Staff orientation and training
* Calculate time for various buybacks
* All other related required duties
* Knowledge of the basic principles and practices and the respective standards of measurement applied within the management discipline.
* Knowledge of modern office practices and equipment.
* Ability to analyze varied data by applying the information against interpretive standards in the formulation of recommended action.
* Ability to perform detailed work involving written information by preparing reports of finding according to the appropriate standards of content, clarity, grammar, and format.
* Ability to study single isolated aspects of program or system parts that require a narrow span of awareness and do not involve coordination of total system or program related information.
* Ability to identify problems and recognize appropriate solutions as a result of the analysis of data.
* Ability to communicate effectively with employees, program officials, job applicants and the public by relating the purpose of the contact and collecting all the necessary information required for the analysis.
* Ability to apply and adapt established procedures to the preparation and formulation of study findings.
* Ability to learn the basic principles and practices of public administration.
* Ability to read, write, and communicate orally in English.
* Ability to develop and maintain effective working relationships with associates in the performance of work.

ELIGIBILITY -ALL CANDIDATE{S):
1.) Must meet the minimum experience and training (METS) required for the job. The METs for this position are:
Three years of progressively responsible work in the recording, compilation, and presentation of system or program related information; and graduation from high school; or Any equivalent combination of experience and training.
2.) Be a resident of Pennsylvania.
