JOB SUMMARY:

The Manager, Child Care Solutions Direct Care will work closely with the Deputy Director, Child Care Services to oversee the operations and service delivery of Child Care Services. The Manager, Child Care Solutions Direct Care will provide oversight of a team of Child Care Solutions Supervisors who ensure compliance with program requirements and the proper disbursement of child care funds by child care solutions staff.

ESSENTIAL FUNCTIONS:

* Manages the daily operations of the child care program, to ensure quality customer service, efficient and effective service delivery, and the best use of resources to achieve expected outcomes.

* Develops and maintains current local operating procedures.

* Monitors the compliance of Child Care Services (CCS) Policies and Procedures.

* Monitors and assists with the implementation of contract goals and objectives.

* Monitors and implements actions to meet designed plans.

* Responsible for effective communication and administration of policies, procedures, and staff development.

* Develop, implement, and monitor systems to ensure accountability in the documentation, tracking and data entering of the program.

* Coordinates professional development opportunities to encourage growth and success.

* Monitors staff performance levels and develops corrective plans as necessary to meet program requirements and system goals.

* Prepares disciplinary action documents (corrective actions, performance improvement plans, etc.) timely for review by the Deputy Director, Child Care Services and Human Resources.

* Forms part of an Informal Appeals Committee to review the denial of child care services and decide if an oversight was made when determining eligibility that changed the outcome of the case.

* Monitors staff levels.

* Reports cases of suspected fraud or misuse of services to the Deputy Director, Child Care Services.

* Creates a positive work environment and maintains open door policy with staff.

* The position is in the Workforce Solutions service delivery area. A Manager, Child Care Solutions (Direct Care) must be able to relocate anywhere in the service delivery area.

* Provides excellent customer service to internal and external customers.

* Performs other related duties as assigned.

REQUIRED SKILLS/ABILITIES:

* Knowledge of workforce development, economic development, and project management.

* Strong understanding and extensive knowledge of the CCS program.

* Strong understanding and extensive knowledge of the workforce system and how the CCS program contributes to workforce development; understand the Texas Model and workforce integration.

* Strong experience in budgeting and funds management.

* Strong leadership skills: ability to motivate staff, and provide guidance to staff, management, and leadership.

* Strong interpersonal skills: ability to communicate effectively and interact with all stakeholders.

* Strong knowledge of effective management techniques and practices, including planning, implementing, and assessing results. Acting timely to meet/exceed contractual obligations and organization goals.

* Ability to interpret information (policy) and analyze data (performance) and provide meaningful feedback for action; ability to develop solutions to meet contractual obligations and organization goals, using all existing databases and related management information systems and tools (TWIST, WIT, Ad hoc reports, budget templates, etc.).

* Can effectively handle or resolve stressful or challenging situations with difficult customers. Is sensitive to customer needs and feelings and demonstrates concern for others.

* Excellent case management, analytical and critical thinking skills.

* Excellent verbal and written communication skills. Ability to develop and maintain effective working relationships with management, coworkers, Board staff, and the public.

EDUCATION AND EXPERIENCE:

* Undergraduate degree from an accredited university or college in a relevant field of study and five (5) years of relevant experience, to include three (3) years of supervisory experience required. Additional relevant experience may be considered in lieu of required education.

* Valid driver's license and proof of insurance with good driving record.

* Ability to relocate within the service delivery area. Bilingual in English and Spanish strongly preferred.

PHYSICAL DEMANDS:

Physical requirements include lifting to 10 pounds occasionally. Subject to standing, sitting, bending, and walking to perform job scope. Requires visual acuity, speech, and hearing. Working conditions are primarily in an office environment. Occasional driving and travel required. Flexible hours may be required.
