Job DescriptionThe Contract Manager addresses the compelling need and value-added capability of comprehensive and efficient pre and post-award contract management by providing leadership and cost-effective solutions and strategies for contract oversight and continuous improvement at contract closeout. The CM will also perform spend analysis to provide recommendations and opportunities for strategic sourcing.DUTIES AND RESPONSIBILITIES
  • Negotiate contracts on behalf of the Authority to ensure the business and operational outputs required by the contract at a fair and competitive value
  • Identify savings and improve the financial and operational performance of the post-award phase of the contract management lifecycle, to prevent waste
  • Minimize the inadvertent transformation of short-term, competitively bid contracts into long-term contracts through a series of extensions and modifications over time
  • Reviewing of long-standing contracts focusing on the associated value and need, and reviewing opportunities for strategic sourcing
  • Monitor compliance with contract terms and disseminate formal communications to vendors if/when disputes or deficiencies arise.
  • Conduct periodic reviews of vendor performance with User Groups by distributing, collecting and maintaining vendor scorecards.
  • Manage contract review workflow while identifying and developing a post-award contract administration and close-out framework using industry standards and best practices
  • Create indexing standard that will facilitate document searches and retrieval
  • Formulating administrative policies and procedures, and recommending contract language to implement a comprehensive, value-added post-award contract management process
  • Developing tools and templates for Contract Administration Plans that emphasize process, output and outcome and Performance Action Plans that ensure the CHA receives the goods or services to which it is entitled under the contract
  • Examining contract modifications to minimize unnecessary cost growth and extensions, and assessing the need for and value of current contracts, and publish periodic status reports
  • Conducting contract reviews and audits to advance essential contract management principles of efficiency, integrity, and uniformity
  • Audit the strategic sourcing and ensure all departmental steps are followed in the procurement process and perform post ward audits of procurement files
  • Set up and maintain database that houses all contracts; complete with award, end dates, and the following items:
    • Articles of Incorporation
    • Insurance
    • SAM Registration Status
    • State Good Standing Letter
    • Board of Directors
    • Financial Statements (updated annually)
    • Most Recent Audit Information
    • Signature Authorizations
    • Cost Allocation Plan (if indirect cost is included)
  • Meet regularly with user departments and notify within 180 days of contract expiration
  • Create and monitor a tickler system to flag expiring insurance documents and other documents necessary for a contractor to remain in good standing
  • Liaise, as necessary, with the Contract Diversity team to ensure certifications are current
  • Regularly review all vendors in the Supplier Portal and remove all inactive (set a time period)
  • Othe duties as assigned.
QUALIFICATIONSThis position requires a Bachelor's Degree in Business Administration or related field, or the equivalent combination of education and related work experience with a minimum of five (5) years of progressive contract negotiation and management experience, and at least three (3) years of demonstrated supervisory experience. Experience in various contracting disciplines such as construction, professional services, and supply commodities. PMP certification is preferred. Knowledge and understanding contract management along with a strong attention to detail is a must. Incumbent will possess superior organizational skills and the ability to manage multiple projects simultaneously with shifting deadlines. Must have effective verbal, written, communication, and interpersonal skills. Proficient in analyzing and evaluating data. Strong organizational, problem solving and analytical skills. Skilled in project management, supervising and providing excellent customer service. Previous experience working with contract regulations, negotiations and related laws is strongly preferred. Must have the ability to exercise sound business judgment, discretion, and professionally maintain and manage confidential information at all times. Must be able to perform and work well under pressure. This role requires competent computer proficiency in Microsoft Office Word, Excel, PowerPoint, Outlook, and general math aptitude to perform statistical calculations.
