To achieve this vision, we commit to our shared mission every day—exceeding expectations by providing high quality water services in a safe, environmentally friendly, and efficient manner.Role Description:The Manager, Grants Management, is responsible for managing the entire lifecycle of Authority Grants, from research and application to tracking, analysis, compliance, and closeouts. This role involves coordinating grant applications and administration across all DC Water departments, as well as overseeing billing, cost recovery, financial reporting, and project management, as directed by the Vice President.Essential Duties & Responsibilities:Grant Identification and Tracking: Researches and identifies grant opportunities aligned with the Authority's goals and objectives, meticulously maintaining a comprehensive database or ERP system. Review and evaluate grant applications, ensuring they meet the program's criteria and objectives. Coordinate the review process with relevant stakeholders or established evaluation team.Cross-Functional Coordination: Collaborates with cross-functional teams across the organization, including Strategy and Performance, Engineering, Emergency Management, Safety, and others, to coordinate grant applications and administration.Maximizing Grant Fund: Works diligently to maximize grant funds for DC Water, including both formula and competitive grants from agencies such as the EPA, DOE, FEMA, and explores opportunities for leveraging tax credits.Interdepartmental Collaboration: Leverages resources from various departments within DC Water, such as Budget, Grants and Wholesale Billing, and Strategy and Performance, to identify and pursue grants that align with the Authority's interests.Policy and Procedure Development: Develops and establishes policies and standard operating procedures for grant management, involving collaboration with both internal and external stakeholders.Grant Application Preparation: Identifies eligibility criteria and collaborates with stakeholders to prepare and submit grant applications and submission packages, closely monitoring their progress.Financial Oversight: Works closely with the finance and budget team to develop necessary budgets and monitors all financial transactions related to grants, including reimbursement requests and billing.Coordination with Grants and Wholesale Billing team: Coordinates with the Grants and Wholesale Billing Manager to processes grant and billing related financial transactions in the Authority's Oracle ERP system, to reconcile grants and project-related revenue and expenses in the Oracle ERP, ensuring accurate financial reporting.Works with Program Manager, Financial Reporting. Develops and implements indirect cost rates and secures approval from grantor agencies and prepares the Annual Schedule of Expenditures of Federal Awards and related schedules, overseeing external grant audits.Stakeholder Engagement: Establishes and maintains strong relationships with funding agencies and internal and external stakeholders. Represents DC Water at relevant events, workshops, and meetings to raise awareness and engagement related to the grants program.Compliance and Documentation: Ensures that departments adhere to the terms and conditions outlined in the grant agreements. Maintains accurate and organized records of all grant-related documents, including applications, agreements, and reports. Prepares and submits required reports to higher management, donors, or regulatory agencies as necessary.Program Monitoring and Evaluation: Coordinates the monitoring and evaluation of programs, projects, and assets funded by grants.Audit Support: Assists in preparing various year-end audit schedules related to grants and projects.Data Analysis: Conducts data and financial analysis to support management decision-making.Reporting and Presentations: Prepares various grants management reports and presentation materials for effective communication within the organization. Develops and implements a system to track and monitor grantee progress and outcomes. Collects regular reports from departments on their project's status, impact, and financial accountability. Analyzes and synthesizes reports to assess the effectiveness and impact of the funded projects. Evaluation and Continuous Improvement: Participates in the ongoing evaluation of the grant program's effectiveness and identify areas for improvement. Collaborates with relevant teams to implement changes based on lessons learned and feedback from departments.Supervisory Responsibilities: Provides oversight of the Grants Management process lifecycle and approval of all related activities and sets performance standards and drives outcomes of the Grants Management Working Group.Key Working Relationships: The Grant Manager plays a pivotal role in centralizing and streamliningthe grants management function at DC Water while collaborating with various departments. Thisposition requires a high degree of independence and expertise in grants management. Skills & Qualifications:The qualifications listed below are representative of the knowledge, skill, and ability necessary for anindividual to perform each essential responsibility satisfactorily. Reasonable amounts of training areprovided specific to DC Water's processes and procedures.Required Skills & QualificationsRequired Experience:Seven (7) years of progressive grants management experience.Three (3) – Five (5) years demonstrated experience supervising grants personnel.Experience of local, state, and federal funding sources and the ability to locate potential sources for funding.
