Department Overview

PG&E's Power Generation Department manages and operates the largest privately-owned hydroelectric system in the nation. These renewable electric generation resources, located mostly at high elevation in California mountain ranges including the Sierra Nevada and southern Cascade mountains include 68 powerhouses, 184 miles of canals, 41 miles of flumes, 135 miles of tunnels, 19 miles of penstocks, 99 reservoirs, and 142,000 acres of watershed lands all covered by 26 operating licenses issued by the Federal Energy Regulatory Commission (FERC).

Position Summary

This position is headquartered in Auburn, CA and is hybrid with the expectation of reporting 50% to the office or field (subject to change depending on business needs).

  • First and foremost, the successful candidate will have a passion for team leadership and facilitation. The Manager will have a team of cross functional high performing leaders up to the principal level reporting to them. The successful candidate will be able to take advantage of these diverse members' knowledge, skills, and experiences and bring them together for the common purpose of design and deployment of our Power Generation Hydro Modernization Program.
  • The successful candidate will have an appreciation for systems thinking, including technology and business systems, and change management required to drive the Hydro Modernization Program.
  • While the successful candidate does not have to have a specific technical certification, the Manager, Hydro Modernization Program should have a working knowledge of hydroelectric powerhouse assets and Power Generation project delivery processes.

Responsible for the strategy development, planning and asset management for the automation initiatives in Transmission and Distribution substations. The incumbent oversees the group that plans and implements the automation strategy which includes identifying and procuring various automation technologies including micro-processing products and software products. The incumbent manages a group of engineers that produce standards documents and design documents for the implementation of the automation technology. The incumbent is involved in all stages of the T&D automation initiatives from strategic planning and securing rate case information to project initiation through implementation, including technology evaluation and the development of standards for this technology's use in the PG&E system.

Responsibilities:

  • Develops and maintains the department portfolio strategy in order to facilitate the implementation of Transmission and Distribution Substation automation initiatives.
  • Reviews the transmission and substation automation plans developed by staff to justify the reliability portion of the annual Federal Energy Regulatory Commission (FERC) rate case. Also reviews plans for distribution automation proposed for the tri-annual California Public Utilities Commission (CPUC) General Rate Case (GRC) document
  • Oversees a portion of automation asset management including development of related plans for annual projects. Oversees clerical staff that initiate the jobs in SAP for the Supervisory Control and Data Acquisition (SCADA) plan.
  • Leads technology development via product evaluation and implementation pertaining to automation needs. This includes oversight of testing in the automation lab, meeting with vendors, & preparing proposals.
  • Facilitates the creation of a design and development environment that adheres to company standards
  • Acts as a subject matter expert on design and automation related issues for leadership.
  • May be appointed to lead cross functional initiatives with stakeholders in multiple Lines of Business in areas related to cost reduction, root cause investigation, unit cost or other factors determined by leadership.
  • Manages staff to accomplish results through effective recruitment and selection, training and development, performance management and rewards and recognition.
  • Develops and manages $100 - $200 million in capital infrastructure or retrofit projects and $1 -$ 5 Million in expense budget. Regularly monitors expenses against forecast, providing explanation or justification for budget items and/or variances.

Qualifications

Minimum Qualifications:

  • Bachelor's degree in job-related discipline or equivalent experience
  • Minimum of 8 years of relevant experience including 3 -5 years in a supervisory capacity.
  • Prior experience in regulatory rate case preparation
  • Prior experience managing budgets for capital and expense programs
  • Travel is approximately 10% with occasional overnight stays

Desired Qualifications:

  • Master of Business Administration (MBA)
  • Good understand with hands on experience in capital and expense portfolio initiation and execution. Previous experience specifically related to automation, protection and SCADA
  • Professional Engineering License
  • Engineering and operational knowledge to effectively develop and manage department functions; especially knowledge of transmission and distribution operations, substations, SCADA, and automation.
  • Strategic, visionary thinking and problem solving ability.
  • Knowledge of bargaining unit processes and their impact on organizational operations.
  • Knowledge of California and Federal regulatory requirements such as Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC),Western Electricity Coordinating Council (WECC), California Public Utilities Commission (CPUC), and California Independent System Operator (CAISO).
  • Excellent written and oral communication skills, including editing skills.
  • Strong leadership and presentation skills.
  • Excellent interpersonal, influence, negotiation and collaboration skills.
