GENERAL SUMMARYThis position is a Manager, Inspection Services responsible for the inspection and confirmation of quality control/quality assurance testing of construction projects at airfields managed by the Indianapolis Airport Authority, including: Indianapolis International Airport (IND), Indianapolis Downtown Heliport (8A4), Eagle Creek Airpark (EYE), Metropolitan Airport (UMP), Indianapolis Regional Airpark (MQJ) and Hendricks County Airport - Gordon Graham Field (2R2). This position is responsible for construction activities for compliance with IAA guidelines, FAA Advisory Circulars and local building codes; monitoring and mentoring a team of subordinate inspectors; managing the IAA Work Permit process; assisting Project Managers with Punchlist creation, distribution, tracking, and resolution; inspection of vacated tenant premises; and coordination of contractors working on Airfield, Building and Roadway projects. This position has the additional responsibilities of maintaining positive working relationships with internal departments, external customers and the general public, as well as meeting and coordinating with various external regulatory agencies to ensure projects comply with requirements relevant to existing current jurisdictional requirements and Authorities Having Jurisdiction (AHJs). IAAESSENTIAL FUNCTIONS
  • Inspection, managerial and coordination position serving as Project/Construction Inspector Grade 2 for IAA.
  • Perform periodic, scheduled, unscheduled/spontaneous and final inspections, of assigned CIP and non-CIP projects.
    • Inspection of construction progress including ensuring procedures and materials comply with plans and specifications.
    • Observes work in progress to assure conformance with requirements and acceptable workmanship.
    • Review results of civil/structural tests along with mechanical and electrical verification.
  • Supervises, secures &/or prepares samples of untested materials for laboratory testing, if required, and as necessary.
  • Examines quality of finished installations for conformity to standard, IAA Guidelines & FAA Advisory Circulars, and verifies installation.
  • Reviews the work of subordinate inspectors to confirm conformance with IAA Guidelines, FAA Advisory Circulars, and Authority Having Jurisdiction (AHJ) Regulations.
  • Manage Department Staff:
    • Provide oversight and direction to direct reports.
    • Coach, counsel, mentor and develop direct reports, including oversight of performance reviews and providing career development planning and opportunities.
    • Empower direct reports to take responsibility for their job and goals, delegating responsibility and expecting regular feedback and accountability.
    • Lead direct reports to regularly exercise the organization's five (5) Strategic Pillars of Customer Service, Economic Development, Stability & Sustainability, Workforce Development and Community Engagement.
  • Verify defective/incorrect work is remediated/corrected in accordance with approved Plans, Specifications, and Engineer-of-Record directives.
  • Interpret and enforce regulations with firmness, tact and impartiality.
  • Verify work is performed in accordance within IAA guidelines and FAA Advisory Circular rules and regulations.
  • Perform duties in accordance with IAA guidelines, FAA Advisory Circular rules and regulations, and detailed in the Project Specifications.
  • Review contractor's clean-up efforts confirming the removal of any and all Foreign Object Debris (FOD) ensuring areas will be reopened on-time without incident.
  • Verify all personnel and equipment ingress & egress the AOA safely, without incident, and ensure access to the airfield is continuously secure.
  • Ensuring work is performed in accordance with the contract documents, plans and specifications.
  • Analyze and confirm interpretation of all specifications and blueprints are per contract,
  • Monitor all construction activities to follow approved plans and specifications, ensuring compliance, and
  • Maintain daily written log of progress, preparing written reports.
  • Work within the guidelines of the IAA Work Permit Policy and General Ordinance No. 3-2014.
  • Prepares and/or review sketches of construction installations that deviate from plans and/or specifications and report such changes for incorporation into the record drawings.
  • Computes and/or review monthly estimates of work completed and assists in review/approval of Contractor Pay Applications and Invoices.
  • Coordinate with the contractor and their airfield security servicer ensuring airfield security expectations are met.
  • Coordinate with Airfield Operations confirming proper NOTAM's issued to the FM for the work area, as required.
  • Generate and/or review detailed daily construction reports with photographic supplemental information.
  • Prepare and/or review daily field reports that document the construction activities and compare on a regular basis in support of the progress report for the project.
  • Record and/or review quantities of materials received or used during specified periods.
  • Review and manage certified payrolls, as required.
  • Reviews certified payrolls, project forms, agency compliance requirements and other administrative
  • Assist Project Management as required.
  • Manage the Work Permit Process: reviewing Permit Applications; reviewing Plans submitted with Work Permit Application; secure consensus approval of completed Work Permit Application Packages; issue Work Permit(s) for properly submitted complete Work Permit Application packages; update the written Inspection Log for each active issued Work Permit; closeout Open Permits; and renew Expired Permits, as appropriate.
  • Attend PreBid, PreConstruction, In-Progress, and Project Closeout Meetings, as necessary.
  • During the off season, assist the Planning & Development Team with various projects.
  • Perform other duties as directed.
MINIMUM REQUIREMENTS
  • Associates Degree from an accredited college in architecture, engineering, construction management, planning or a related field or education with work experience equivalent.
  • Previous experience working in an airport environment (minimum 1 year) airside and landside.
  • Previous experience (minimum 10 years) inspecting IAA Civil, Building & Remodeling work projects.
  • Previous experience working with municipal building permit projects, a plus.
  • Minimum five (5) years of experience supervising direct reports.
  • Familiarity with FAA Advisory Circular requirements with emphasis on FAA-ACs 5340-11, 5370-2 & 5370-10 (current versions).
  • The physical and cognitive abilities needed to perform safely and efficiently the duties assigned.
  • Considerable knowledge of equipment maintenance, airfield operations and IAA policies.
  • Strong communications skills, both verbal and written.
  • Combination of education and experience that provides the knowledge, skill and ability to perform the duties of this position.
Required Licenses, Certificates, Conditions
  • Must possess a valid/current Indiana driver's license.
  • Demonstrated safe (no infractions) driving record.
  • Ability to perform the essential functions of the job outlined above without creating a threat to safety.
PHYSICAL REQUIREMENTS
