As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. The Manager is responsible for overseeing the team to ensure that the target population groups are being served as effectively as possible by homeless and mainstream systems in the Los Angeles Continuum of Care. The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities. Essential Job Functions
  • Supervises program staff; schedules and directs work, performs orientation, training, and quality assurance activities, recommends personnel actions such as selection, evaluation, promotion, etc.
  • Ensure accurate and effective monitoring of programs, data collection, contracts implementation, and outcomes in collaboration with other departments and/or units
  • Coordinate, facilitate and/or participate in internal and external activities that focus on integration and enhancement of services and systems.
  • Coordinate/recommend training on emerging and best evidence-based practices related to performance issues both internally for LAHSA staff and externally for providers in the community.
  • Work with other LAHSA departments to coordinate outcomes, budget reporting, monitoring and file review.
  • Work with internal and external sources to develop Statements of Work, identify strengths and gaps, and design, implement, and track performance improvement plans.
  • Provide support and reports to LAHSA's governing bodies, and perform other projects as needed.
  • Responsible for monitoring and reporting the achievement of all contractual requirements and performance indicators.
Knowledge, Skills & Abilities
  • Proven professional experience and educational background.
  • Bachelor's Degree, Masters preferred, in fields related such as Policy, Business, or Social Welfare
  • Minimum of 3 years' experience in a Leadership capacity as a supervisor, manager or director
  • At least three years of experience in the provision or oversight of homeless program direct services is required. The successful candidate is required to have strong knowledge of the social services field and/or successful management and implementation of homeless programs in the non?profit, government, or private sector.
  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.

  • The Executive Director or designee may change the schedule of positions between hybrid and onsite, as necessary to accomplish LAHSA business.

Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.Time Off Administrative LeaveExecutive Director, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.VacationVacation is earned according to each month of service commencing with the employee's initial date of hire.
  • Less than three (3) years of employment, eighty (80) hours per year.
  • Three (3) to six (6) years of employment, one hundred twenty (120) hours per year.
  • More than six (6) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than seventy-two (72) months of employment. This vacation accrual is capped at thirty (30) workdays per year
Maximum accrual of vacation leave is 240 hours.Sick LeaveFull-time employees accrue sick leave at a rate of 12 days per year.
