Job Description Manager This is a professional position providing home office technical oversight and management of USAID prime and subcontracts, undertaking technical support activities for a range of IDG programs, initially including the Washington-based USAID Indo-Pacific Opportunities Project (IPOP) and the Technical Assistance Project for Economic Growth (TAP EG) Project. The Manager will be expected to direct business development efforts for USAID and other international development organizations. The Manager will report to a Technical Practice Lead/ Senior Manager. PrincipalDutiesandResponsibilities: Technical Delivery and Oversight • Undertake desk-based or field-based research and analysis and prepare reports for clients (requiring little or no editing by more senior staff) • Oversee technical activities of other project staff and workstreams on various projects • Make presentations to clients and to staff on technical subjects including trade and investment, digital economy, market systems development, business enabling environment, access to finance, women's economic empowerment, or other similar areas • Develop Concept Notes, Briefing Notes, Blog posts, or white papers on specific technical areas, as needed • Serve as the primary technical liaison with the client on assigned projects, including discussions on project design, implementation, and dissemination activities • Direct technical activities, including providing technical direction and oversight to activities implemented by field-based staff or external consultants, as well as drafting scopes of work for assignments • Assist in the identification of appropriate team members for specific projects; • Serve as the lead IDG staff responsible for quality assurance on technical deliverables on assigned projects • Perform on an as-needed basis other technical work functions. Project Management • Serve as the performance management unit's lead, providing support to the PMU on liaising with the client and subcontractors on specific issues requiring elevated intervention. • Conduct periodic field visits to monitor project administration, including conducting training, conducting quality control reviews, or responding to audits, providing input to work planning, if/as needed, conducting technical research, and performing other operational tasks • Serve as Project Manager for long and short term projects • Manage complex projects (for clients or for internal purposes), including technical direction, staffing, contractual/subcontract oversight, budgeting, monitoring of progress, review/revision of final products • Prepare terms of reference for technical assistance activities for designated projects, including initiation of concept, technical design and staffing • Train/oversee work of other junior project staff • Supervise, develop, and evaluate assigned staff; ensure staff receive regular constructive performance feedback, prompt resolution of problems, and the time and opportunity to grow professionally. Business Development • Lead and participate in proposal efforts, including driving proposal conceptualization, drafting technical approach, teaming, and staffing. • Research country/regional context and write technical approach sections for IDG proposals in a range of sectors, such as macroeconomic reform, international trade, private sector development, digital economy, and financial sector. • Assist in identifying new business leads and generating business development intelligence. • Ensure consistency between the technical and cost proposals. • Lead the production and submission of the proposals, expressions of interest, and capabilities statements. • Represent IDG at meetings with other companies, potential clients, and industry events. • Generate marketing materials, presentations, and inputs to the corporate website. Qualifications: • Master's degree required in Economics, Applied Economics, International Trade, Public Financial Management, Digital Economy, or International Relations. An PhD or an ABD in a related field is a plus. • A minimum 5 years of experience in direct technical assistance or project management, preferably with USAID, other international development organizations, or implementing contractors. • Progressively responsible technical, project management, and proposal experience on donor-funded projects. • • Proven experience in maintaining and building client relationships with USAID and other bi-lateral or multi-lateral donors. • Familiarity with USAID regulations and policies (including AIDAR and FAR regulations) preferred. • Strong analytical and communications capabilities and excellent writing skills. • • Proficiency in MS Office suite required. • Excellent communication and interpersonal skills. • • Demonstrated ability to work independently and on a team in a culturally diverse environment. • Strong organization and prioritization skills, superb time management, and attention to detail. • Willingness to travel and work abroad in less developed countries for at least 4 to 6 weeks per year. • • Fluency in a second language, such as, Spanish, French, Arabic, or another, preferred. • Experience working in developing countries preferred.
