Summary
Reports to the Executive Director/VP of Operations. Shares responsibility for overall operation of the hospital laboratory including planning, organizing, directing, and overseeing the activities of the associates.

Directs operational activities of the Laboratory Department and ensures the provision of high-quality laboratory services by:
* Developing and administering short- and long-term goals and objectives for laboratory services and plans to achieve objectives.
* Developing, securing approval of and administering the annual operating budget for the department.
* Recruiting, interviewing, hiring, evaluating, coaching/disciplining (and when necessary, recommending the discharge) of staff.
* Recommending, developing, and ensuring implementation of departmental policies and procedures.
* Working with contractors and service providers to recommend capital and operating purchases, monitor equipment uptime, associate training on use of equipment and to assure high levels of performance.
* Working to ensure adequate staffing and appropriate workloads exist to support patient care needs.
* Interpreting, enforcing, and supporting hospital policies, procedures, protocols.
* Representing the department to a variety of internal and external sources and representatives.
* Participating in continuous quality improvement by identifying areas of opportunity and initiating the necessary actions.
* Developing new programs, revising existing programs, and performing financial analysis to provide comprehensive laboratory services to meet the needs of patients and the Medical Staff to enhance the quality of patient care.
Participates in the overall management of operational and staffing support functions of the Laboratory Department by:
* Providing supervision for all the laboratory associates.
* Preparing and administering associate performance appraisals.
* Assisting with employee relation matters such as corrective actions and progressive discipline.
* Providing, leadership, skill development, and professional development opportunities for laboratory staff.
* Ensuring each associate is properly trained to perform assigned duties.
* Ensures all associates meet educational and certification requirements within specified time frame.
* Acts as a resource to associates on operational issues.
* Ensures all associates follow policies and procedures.
Assures maintenance of inventory by:
* Specifying quality and source of laboratory products and equipment.
* Negotiating contracts for identified products, services, and equipment.
* Reviewing expense reports, invoices, monitoring budget performance, and auditing the use of reagents and supplies.
Assures laboratory services are current with new developments and in compliance with legal, regulatory, and accrediting standards by:
* Participating in and assuring implementation of decisions of committees and quality improvement teams relating to laboratory services.
* Assuring department policies and procedures reflect legal, regulatory, and accrediting standards and that the policies and procedures are followed.
* Preparing periodic summary reports for review.
* Ensuring the department and hospital meet accrediting agency requirements such as CLIA, JCAH, CAP, and Medicare.
Provides the seamless operation of the department to promote ongoing effective customer service by:
* Responding to customer concerns and/or complaints. Assuring that customers are treated in a friendly, highly effective manner, while providing timely resolution of customer service matters.
Performs other functions to maintains personal competency and contribute to the overall effectiveness of the department by:
* Continually reviewing professional literature and attending seminars, conferences, and workshops to be familiar with changes and innovations in laboratory practice. Maintaining professional affiliations and memberships in related organizations.
* Become competent in processing, blood bank, hematology, and chemistry departments.
* Work in one of the departments at least twice per month.
* Attending in-services, department meetings, participating in continuing education and attending conferences as approved.
* Maintaining professional affiliations as appropriate.
* Participating on Memorial Hospital committees as requested.
* Performing other duties and completing special projects as assigned.

Associate complies with the following organizational requirements:
* Attends and participates in department meetings and is accountable for all information shared.
* Completes mandatory education, annual competencies and department specific education within established timeframes.

* Maintains license/certification, registration in good standing throughout fiscal year.
* Direct patient care providers are required to maintain current BCLS (CPR) and other certifications as required by position/department.

Education and Experience
* The level of knowledge, skills and abilities indicated below are normally acquired through the successful completion of a bachelor's degree in Medical Laboratory Science or one of the biological sciences. An associate degree in medical laboratory technology or in a chemical, physical or biological science and completion of a CAHEA-accredited Medical Laboratory Technician program is required for hire, but the applicant must acquire a bachelor's degree in Medical Laboratory Science (MLS) within 3 years of hire and acquire the Medical Laboratory Scientist, MLS(ASCP) certification within 3.5 years of hire. In addition, a masters degree in Business Administration or Healthcare Administration is preferred. Non-MLS degree applicants must acquire the Medical Laboratory Technician MLT(ASCP) certification within 7 months of hire. A minimum of six years' experience in a clinical laboratory with three years supervisory experience is required. Within 3 years of hire, must qualify as a Technical Supervisor and General Supervisor as defined in CFR 493.1449 and CFR 493.1461 and Technical Consultant as defined by CAP.

Working Conditions
