Summary
Under the direction of the VP, Laboratory Services, the Laboratory Medical Director and the VP, Operations of Corning Hospital this position is responsible for the overall management and general operations of the laboratory at the Guthrie Corning Hospital. The Laboratory Manager's performance is directly overseen by the VP, Laboratory Services but reports directly to the VP, Operations of Corning Hospital.
Experience
Must meet the qualifications of a Laboratory Supervisor as defined in 10 NYCRR Section 58-1.4: qualify as a Medical Technologist with at least 6 years' experience of pertinent clinical laboratory experience.
Education
Must meet the qualifications of clinical laboratory technical personnel (Medical Technologist) as defined in 10 NYCRR Section 58-1.5: Bachelor's degree in Medical technology or in one of the chemical, physical or biological sciences
Licenses
Certification by ASCP Board of Registry or New York State Department of Health Clinical Laboratory Licensure is also required.
Essential Functions
* Responsible for daily operations of Laboratory. Provide technical leadership and staff supervision within the Laboratory.
* In partnership with VP, Laboratory Services and the VP, Operations of Corning Hospital responsible for development and presentation of capital and operating budgets.
* Schedules personnel and develops staffing plans and departmental assignments/ re-assignments for the Laboratory to assure optimum performance, workflow and technical accuracy under overall guidance of VP, Laboratory Services.
* Ensures conformance with the requirements and regulations of laboratory accrediting agencies, fiscal intermediaries, and regulatory agencies. Maintains current knowledge of applicable requirements and standards. Communicates any potential deficiencies to the Medical Director(s) and/or VP, Laboratory Services as necessary.
* Works collaboratively with the Medical Director and VP, Laboratory Services to establish standards of practice, performance improvement, quality control protocols, Quality Assurance activities to monitor pre-analytical, analytical and post-analytical aspects, reporting guidelines, and productivity benchmarks.
* Assures all policies, procedures, test record keeping, quality control, quality assurance documentation required are maintained and up to date which includes the assurance that the accuracy of all testing is monitored through statistical analysis and developing quality reports.
* Responsible for validity of test results, quality control and other statistical reports generated in the Laboratory. Reviews reports for accuracy and compliance with established practices at designated intervals. Takes appropriate action as needed upon review with Medical Director and VP, Laboratory Services.
* Performs, documents, and maintains records for non-routine and routine automated, semi-automated and manual laboratory tests and related functions such as quality control and instrument maintenance procedures.
* Sets guidelines and performs employee competency and education sessions for all employees who perform work in the Laboratory and maintains proper documentation.
* Appropriately handles and documents proficiency samples to meet regulatory requirements to include rotation among staff on all shifts at the laboratory.
* Maintains an adequate inventory of expendable supplies for immediate use in the lab departments.
* Brings any problems of a technical nature to the attention of the Medical Director and VP, Laboratory Services. Uses good judgement in the communication of all relevant issues, problems and/or developments in the department. Communicates thoroughly to staff all relevant changes, updates, and developments.
* Provides leadership in managing human resources and oversees the process of recruitment, training, performance evaluation, counseling, and development of staff.
* Participates in conducting yearly Employee Opinion Surveys within the lab and writing action plans to delineate ongoing improvement opportunities.
* Performs lab supervisor and/or employee Annual Performance Evaluations.
* Observes proper safety practice in performance of job duties.
* Follows established lab policies and procedures.
* Participates in and on inter- and intra-disciplinary teams.
* Uses good judgment and maintains a professional, mature, positive attitude while performing the job duties.
* Ensures that all laboratory staff satisfactorily meet NYS qualifications based on current NYS or national licensure requirements.
* Works with all laboratories within Guthrie to strive towards a systemness goal regarding standardization of equipment, policy, procedure, and process.
* Performs duties of a Medical Technologist as needed.
* Performs other duties related to the provision of lab services as requested.
