Job Description:
Job Summary:The Procurement Manager is responsible for leading the procurement department, ensuring that all goods and services are acquired efficiently, within budget, and in alignment with project schedules. This role involves strategic planning, resource management, and collaboration with project teams to support organizational objectives.Key Responsibilities:
  • Resource Management: Oversee department resources to effectively meet procurement needs, including assigning commodities to Buyers.
  • Strategic Planning: Review and approve procurement strategies and plans for various commodities, ensuring alignment with company objectives.
  • Tool Utilization: Maximize the use of procurement tools (e.g., reverse auctions, group contracts, global sourcing) by maintaining accurate spend forecasts.
  • Market Support: Assist proposal and estimating teams by providing up-to-date market pricing for project-related commodities, including escalation provisions, and participate in final price reviews as necessary.
  • Bid and Purchase Order Review: Review and approve bid tabs and Purchase Orders prepared by Commodity Buyers, ensuring compliance with departmental procedures and the Company Approval Matrix.
  • Project Support: Provide ongoing support to Project Teams regarding supplier issues (e.g., warranty claims, back charge resolution, quality concerns, schedule delays, invoicing).
Job Requirements / Skills:
  • Education: Bachelor's degree in Business Administration or Management; MBA or advanced business courses are advantageous.
  • Experience: Minimum of 8 years of purchasing experience in the power or oil & gas industry, with at least 5 years in a management role. CPM certification preferred.
  • Leadership: Strong team leader with excellent organizational skills, detail-oriented, analytical, and assertive. Exceptional communication skills to provide clear instructions and engage with all levels of employees.
  • Technical Knowledge: General understanding of ASME materials and heat exchanger product lines, along with experience in large capital procurement.
  • Sourcing Expertise: Proficient in international and domestic supplier sourcing techniques, supplier qualifications, and transportation logistics.
  • Negotiation Skills: Strong negotiation abilities, clear understanding of buying techniques, and a solid grasp of economic principles.
  • Problem Solving: Skilled in risk mitigation, problem-solving techniques, and decision-making processes.
  • Technical Proficiency: Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
