Salary Range: $76,542.57 - $110,000.00

POSITION PURPOSE:

This position oversees and supervises a staff of three professionals and coordinates activities with other HART departments. This position must have the ability to organize and execute a variety of tasks, and engage in detailed project planning/implementation. The Manager of Scheduling Services serves as a team leader, planner, and specialist for transit and paratransit services to modify, evaluate, prepare, improve, coordinate and manage processes in developing a minimum of 3 general transportation bids for bus, paratransit, and flex services and schedule changes for fixed route and flex operations.

ESSENTIAL JOB FUNCTIONS:

* Develops and recommends improvements in public and operator schedules to increase productivity and efficiency of the transit system.

* Manages the development of reports for manpower deployment, vehicle assignment, on-time performance, dispatching, and rostering.

* Manages the activities of the Transportation Scheduler II, Sr. Mobility Project Planner, Sr. Project Planner, and Senior Planner in the preparation of a minimum three annual operator bids per fiscal year.

* Projects personnel requirements for Bus, Paratransit, and Streetcar Divisions and reports to Human Resources and Training personnel requirements to adequately staff work rosters.

* Responsible to assure compliance of minimum three annual operator schedules/rosters with contract provisions, operating budget and Federal/State regulations.

* Assists Director of Planning and Scheduling to coordinate activities of other departments involved in the preparation of proposed schedule changes.

* Instructs or informs scheduling concepts or service-related items to new and existing personnel.

* Responsible for monitoring route run times and intermediate time points through schedule adherence checks from Planning Aides, Automatic Passenger Counters (APC) and automated vehicle locator (AVL) data determine service adjustments based on analysis of manpower, vehicle considerations and financial limitations

* Use Trapeze Scheduling/Operations software, OrbCAD Automatic Vehicle Locator, and Automaticl Passenger Counter system to manage bus stops, route traces, analyze and build trip running times, trip frequency, bus block schedules, run cutting, and rostering within the confines of DOT and ATU/Authority agreed upon work rules.

* Manages the use of Trapeze FX, Blockbuster, and Ops software for scheduling and rostering of HART's minimum three annual bids on each mode.

* Manages all issues relating to the directional and the announcement sheets (input to annunciator system).

* Manages the data exports for Google GFTS transit data used by Google and ITS elements.

* Coordinate vehicle fleet allocation plans with Maintenance and Operations based on service levels.

* Coordinates with Marketing and Public Information Officer to develop public notices and update organizational website regarding service changes.

* Manages compliance of HARTPlus and HARTFlex manifests in accordance to National Transit Database requirements.

* Act in a planning capacity to analyze transit and paratransit data for on-time performance, GPS accuracy, and roster efficiency; and to recommend/implement corrective actions.

* Liaison for all departments on AVL playback and reporting for internal or external investigations.

* Manages planning and scheduling related activities regarding special additional services and coordinates with Operations.

* Ensure correct data for exportation into patron available websites, Google Trip Planner, and OneBusAway applications.

MARGINAL FUNCTIONS:

* Performs other work-related duties as assigned.

REQUIREMENTS:

Education and Experience:

* Bachelor's Degree in a closely related field, or an equivalent combination of education and experience that demonstrates the ability to perform the position duties.

* Five years of experience in service and/or transportation scheduling.

* Two (2) additional years of directly related experience beyond the minimum required may substitute for one year of required education.

* A minimum of (3) three years of strong leadership, management, and supervisory experience.

* A minimum of (2) years of intermediate experience in scheduling, using scheduling software.

* Usage of Trapeze FX, Blockbuster, OPS and PASS software required.

Machines, Tools, and Equipment Used:

* Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for data entry, word processing, accounting purposes, and/or highly technical applications.

Licenses/Certifications:

* Must be able to obtain a valid Florida driver's license within 10 days of hire.

QUALIFICATIONS:

Knowledge, Skills and Abilities:

* Knowledge necessary to make responsible recommendations that impact the budget; assist with the management of the departmental and divisional budget; manage or administer grant funds; prepare and/or process purchase orders.

* Ability and knowledge to establish policies for using, acquiring, and/or maintaining heavy or complex machinery, and supervise employees developing, installing, or repairing technology systems.

* Transportation including fixed route and paratransit public transit and experience in the planning thereof.

* Federal Transit Administration and Florida Department of Transportation reporting requirements.

* Federal, State and Local policies regarding transit activities.

* Urban development, land use and socioeconomic indicators as they relate to mass transit.

* Rules, regulations, procedures and functions of the Authority.

* Standard office practices, procedures and equipment.

* Fixed route and paratransit standards and practices.

* Excellent verbal, written and interpersonal skills with ability to prepare clear and concise written reports.

* Excellent knowledge of MS Office applications Excel, Word, and PowerPoint.

* Excellent knowledge of Trapeze FX, Blockbuster, and PASS.

* Ability to perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills.

* Ability to oversee the work of a team engaged in providing specific services, completing specific projects, or assisting other units.

* Ability to oversee and manage work involving multiple units and work regularly with other managers to successfully meet the goals and objectives of our organization.

* Ability to organize work around broad organizational goals and processes, while overseen by a supervisor through regular meetings.

Physical Demands/Work Environment:

* Work is performed in a standard office environment, with some flexibility for remote work depending on qualifications and experience.

* Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.

* May be exposed to potentially intimidating and/or unreceptive members of the public; may occasionally be exposed to dangerous machinery, extreme weather conditions, extreme noise and physical harm.
