Harris County Public Health (HCPH) includes a network of more than 1,100 public health professionals working together to improve health outcomes for the third most populous county in the United States. Under the supervision of the Associate Director of the Public Health Preparedness & Response Division (PHPRD), the incumbent will play a lead role in developing and coordinating implementation of an all-hazards approach to public health emergency preparedness and response activities for Harris County Public Health (HCPH). This includes coordinating and facilitating tactical strategies and response activities for naturally-occurring and intentional bioterrorism events, including the public health response to weather-related emergencies, disease outbreaks, and chemical and radiologic events.
Duties and Responsibilities
* In collaboration with PHPRD leadership, develops and implements overall strategy and goals, and ensures coordination with the Integrated Preparedness Plan (IPP). Analyzes relevant policy information to ensure the development of the IPP and that the implementation of strategic goals meet national and state requirements.
* Oversees and develops tactical public health emergency planning activities. This includes the development of policies and procedures to facilitate response operations.
* Oversees operational staff including the SNS Coordinator, the Training & Exercise Coordinator, the Chemical Planner, and the Industrial Hygienist and will be responsible for overseeing the programmatic activities of these staff members.
* Plays a lead role in facilitating a coordinated and comprehensive HCPH response to public health emergencies across all hazards, including pre and post disaster community assessments.
* Other duties as assigned, including special tasks involved in responding to an emergency event and supporting training/exercises.

Requirements
Education & Experience
* High school graduate with five (5) years of experience in public health, epidemiology, healthcare, EMS, or emergency management with two (2) of those years in a supervisory capacity.
OR
* Bachelor's Degree from an accredited college or university in Emergency Management, Public Health, Healthcare, Public Administration, Project Management or a related field of study.
WITH
* At least three (3) years of experience in public health, epidemiology, healthcare, EMS or emergency management
* At least one (1) of those years in a supervisory capacity.

Work Environment
* Majority office based and will include occasional travel across Harris County to collaborate with community partners.
