**Responsibilities:**
GENERAL PURPOSE:
Responsible for the development and implementation of an enterprise wide strategic plan for the purchase of goods and services for designated area. Directs and creates strategies for all negotiating activity impacting total spend across multiple locations and geographies. Evaluates and analyzes spend categories. Assists with creation and implementation of department's strategic business plan to meet all savings objectives, as well as developing action plans, timelines, and communications as appropriate. Builds internal and external collaborative relationships to maximize strategic objectives. Manages and develops staff members.
Responsibilities
The Procurement Manager will oversee day to day procurement operations and collaborate with various departments to ensure purchasing needs are met in an efficient and cost-effective manner.
Key Responsibilities
Develop and implement enterprise-wide strategic plan for procurement of goods and services.
Directs and creates strategies for all negotiating activity impacting total spend across department
Evaluates and analyzes appropriate spend category of expenses.
Assists with creation and implementation of department?s strategic business plan to meet all cost saving objectives, as well as developing action plans.
Builds internal and external collaborative relationships to maximize strategic objectives.
Oversee the order process, including creating and managing purchase orders, tracking shipments, and ensuring timely deliveries.
Identify new suppliers, products, and cost-effective purchasing methods.
Ensure compliance with University of Rochester and LLE Sponsor purchasing policies.
Supervision
Assists in the hiring, training, supervising and evaluation input for purchasing assistants, shipping/receiving clerk, and inventory planning coordinator.
Reviews and submits weekly time recording documents for team members.
Must track and initiate specific training requirements for purchasing group personnel
Required Skills and Qualifications
Bachelor?s degree and 3 years of relevant administrative and supervisory experience required
Strong leadership, negotiation, and communication skills
Problem solving skills and the ability to resolve personnel issues
Communicate effectively and professionally laboratory staff including, scientists, division directors, laser operations managers, and administrative staff.
Proficient in Microsoft Office Suite (Excel, Word, and Access)
Preferred Skills and Qualifications
Experience with purchasing on federal funding and grants
Experience with DOD contracts
