Job Summary

Oversees the college's project management and business analysis functions. Supervises project management office (PMO) staff and provides leadership college-wide to project managers and business analysts who deliver high-quality projects that meet the strategic objectives and operational needs of the college. Ensures that the project management and business analysis processes, standards, and tools are aligned with the best practices and industry standards. Develops and carries out strategic goals related to large college projects and process improvement. Contributes to and manages department policies and procedures, collaborates with internal and external stakeholders, manages department budget, and provides direct supervision of department employees. Reports to the Chief Information Officer, and works closely with the senior management and stakeholders across the organization.

Essential Duties

* Manages the day-to-day operations of the PMO. Plans, coordinates, and monitors the portfolio of projects, ensuring that they are delivered on time, within budget, and within scope.

* Develops, manages, and identifies and implements opportunities for continuous improvement of project management and business analysis processes policies and procedures. Ensures security best practices are embedded within process planning. Establishes and maintains methodologies, frameworks, and tools, ensuring that they are consistent, effective, and compliant with the organizational policies and standards.

* Provides projects management and business analysis guidance, support, and training to the project teams and stakeholders.

* Provides direct project management for high-level projects. Prepares and presents project reports and dashboards, providing accurate and timely information on the project status, progress, performance, and outcomes. Manages the project change control process, ensuring that the project scope, schedule, and budget are controlled and approved. Conducts research on emerging products, technologies, and standards in support of project requirements. Manages the stakeholder relationships and expectations, ensuring that the project benefits and value are realized and communicated.

* Oversees projects college-wide. Facilitates project initiation, planning, execution, monitoring, and closure phases, ensuring that the project objectives, deliverables, risks, issues, and dependencies are clearly defined and communicated. Conducts project reviews and audits, ensuring that the project quality, governance, and compliance are maintained.

* Interacts and negotiates with vendors, outsourcers, and contractors as required for product selection and services related to college projects.

* Trains, develops, encourages, and motivates employees to enhance individual skills, promote professional growth, and maximize staff performance. Fosters a team environment that encourages and supports teamwork, and models and maintains high standards and performance expectations.

* Recruits, selects, orients, schedules, and supervises staff. Evaluates staff performance and provides coaching; rewards and recognizes employees; holds staff accountable and takes disciplinary action, up to and including termination, if needed.

* Develops strategic direction for the IT PMO that supports the short and long-term plans in support of the college mission, vision, and goals. Provides strategic support and input to the design and improvement of the department and related services; carries out strategic initiatives.

* Manages day-to-day department budget ensuring spending remains within budget allocation; provides input and direction to the budget planning process. Administers contracts related to project implementation and product selection.

Additional Duties

* Attends training sessions and participates in professional training opportunities.

* Participates in and/or lead various college committees, meetings, and workgroups.

* Provides backup to CIO as required.

* Participates in command or general staff level incident command system positions and successfully completes training applicable for their role.

* Performs all other duties as assigned.

Minimum Qualifications

* Bachelor's degree in business, management, information systems, or related field.

* Five (5) years of experience in project management including business analysis

* Two (2) years of supervisor experience

* Experience successfully managing and delivering complex and cross-functional projects.

* Experience working with project management and business analysis methodologies, frameworks, and tools, such as PMBOK, Agile, Scrum, Waterfall, BABOK, etc.

* Proficient in Microsoft M365, Project, Visio, and other cloud-based project management and business analysis software.

Equivalent combinations of education and experience may be considered on a year for year basis

Preferred Qualifications

* Professional certification in project management (PMP, PRINCE2, or equivalent) and business analysis (CBAP, PMI-PBA, or equivalent)

* Experience working in a project management office

* Familiar with all aspects of Information Technology operations including support, infrastructure, applications and security

* Experience with general AI tools such as Microsoft Copilot

Working Conditions

Work is typically performed in a normal office environment while sitting at a computer terminal. Visual eye strain and repetitive hand/wrist motion for data entry and keyboarding functions. Works assigned schedule and exhibits regular and predictable attendance. As necessary to meet workload demands, works outside of typical schedule including evening/weekend hours. Work may require travel to off-campus locations.

Remote Eligibility:

This position offers flexible hours and is eligible for hybrid (on-site and remote) work upon approval. Remote work must be within the states of Oregon or Washington.

Salary

Initial salary placement will be based on years of relevant full-time equivalent experience at the sole discretion of the College, per the guidelines in the applicable Handbook or Collective Bargaining Agreement. Please include all relevant full and part-time experience in your application that you want the College to review towards potential placement. Hired employees will not have an opportunity to update past experience or appeal initial placement after the time of hire.
