Catholic Charities Senior Communities is currently seeking Regional Property Manager who will Manager provide essential functions including but not limited to: Supervising Property Managers and overseeing the day-to-day operations of the assigned properties: the interpretation and implementation of Senior Communities policies and procedures; ensuring that quality housing and services are provided to the residents in a manner consistent with the values, policies, and procedures of Catholic Charities; the U.S. Department of Housing and Urban Development; the Maryland Community Development Administration and other related agencies. The work schedule is Monday - Friday, 9:00am - 5:00pm.

JOB DUTIES & RESPONSIBILITIES:
* Serves a member of the Senior Communities Administrative Team and participates in formulating and implementing division polices that are consistent with the Agency's goals and philosophy.
* Maintains compliance with federal, state, local regulations, and funding source requirements.
* Coordinates the preparation of the property budgets; is responsible for adherence to approved budgets; monitors expenditures of each assigned community through the implementation of effective cost control, revenue maximization and delinquency management program.
* Responsible for overseeing the financial performance of assigned Senior Communities holding Property Managers accountable for monthly review of their financial statements.
* Oversees the quality control program suggesting and implementing approved changes as necessary to ensure that the program meets or exceeds both Agency and industry standards.
* Assists the Property Managers with creating and sustaining an environment that promotes a work culture of affirmative relationships among residents, agency staff, funding sources, public officials, private agencies, and vendors.
* Maintains accurate records and prepares and/or directs preparation and submission of reports as assigned by the Senior Property Manager and/or Director of Senior Communities.
* In consultation with the Senior Regional Property Manager provides an organized program of continuing staff development and training for assigned staff following established procedures.
* Maintains memberships and actively participates in professional organizations devoted to advancing and expanding job related skills in the areas of property management.
* Perform other duties as assigned.
EDUCATION REQUIREMENTS:
* Bachelor's degree in human services or relatable field.
* Four (4) years in an administrative leadership capacity, including 2 years in the field of aging and demonstrated supervisory experience required. An equivalent combination of education and experience may be considered.
* Proven knowledge with HUD Section 202/8 programs including eligibility, recertifications, use of EIV and TRACS.
* Knowledgeable with Low-income Housing Tax Credit (LIHTC) program.
Certification/Licensure:
* Designation of Certified Housing Manager or equivalent certification.
* Designation of Tax Credit Specialist or equivalent certification.
REQUIRED SKILLS & ABILITIES:
* Ability to work with the Senior Regional Property Manager, Director of Senior Communities, Manager of Senior Services, Congregate Housing Supervisors, Service Coordinators and Property Managers to surface and identify building and community issues.

* Requires high proficiency to utilize computer systems and software necessary to perform position functions and/or a willingness to learn new software programs as required. Basic Windows PC, web browsing (i.e., Chrome, Internet Explorer, etc.), and Microsoft Outlook skills required. Possess excellent knowledge and skill using Microsoft Office application knowledge, such as Word, Excel PowerPoint, Teams, and OneDrive.
PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:
* Repeating motions that may include the wrists, hands, and/or fingers.
* Assessing the accuracy, neatness, and thoroughness of the work assigned.
* Requires the ability to move freely throughout the building including traveling to nearby sites as required.
* Operates independently 90-95% of the time, demonstrating strong self-management and initiative.
* Lifting 10-20 lbs. on a regular and continual basis throughout the workday.
* Driving (Agency and/or personal vehicle) is a requirement for this position. The driver must be at least 21 years of age, with a minimum of 2 years of driving experience, and a valid driver's license issued by the state of residence. There can be no state-issued restrictions on the licenses that would impede a driver's ability to operate the vehicle as required by the Agency, and there must not be more than three (3) points on their driving record.
