Job Description Minimum Qualifications: Education
  • Bachelor's degree in Civil, Industrial or Mechanical Engineering or related field
    • In lieu of a bachelor's degree, a high school diploma or GED with four (4) years of experience managing construction or mechanical projects in a facility
Experience
  • Seven (7) years of experience in maintenance management with demonstrated ability and experience in the management and administration of a large transportation physical plant, comprehensive plant maintenance organization, or other applicable industry property
Certification/Licensure
  • Possession of a valid District of Columbia, Maryland or Virginia motor vehicle operator's permit issued from jurisdiction of residence
Preferred
  • Experience
    • Experience in rapid transit plant maintenance is desirable

    • Project Management Professional (PMP)

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events. Summary The Manager, Special Projects, Office of Plant Maintenance (PLNT) is responsible for analyzing, developing, coordinating, and implementing special projects and programs within an assigned Branch. The incumbent plans, estimates, coordinates, directs, and evaluates maintenance, repair and construction programs; analyzes and develops fiscal budgets; processes and controls material and equipment requisitions; and monitors, analyzes, evaluates, and reports on operations and maintenance activities within the Branch. Work includes projects and programs associated with equipment, buildings, structures, paved surfaces, grounds, and related properties. Essential Functions
  • Analyzes branch programs, goals and objectives, and formulates projects to maintain or upgrade reliability of physical plant equipment and facilities by developing operations and maintenance programs and procedures and initiating Capital Improvement Projects. Maintains knowledge of recent developments in maintenance management, operations and activities, and evaluates, recommends and assists in the implementation of those which are beneficial to PLNT. May visit other transit properties to observe and possibly incorporate other methods to operate a more efficient and safe physical plant. Manages the analysis of productivity to advise the Branch Superintendent through periodic briefings on successes or failures relative to the branch's effort to meet its goals and objectives.
  • Manages programs to plan, develop, execute, and evaluate special projects; prepares technical specifications and details; evaluates and recommends acceptance of offers from vendors and contractors in accordance with the Authority's procurement manual; and coordinates activities between Department of Rail Services (RAIL), PLNT, Office of Procurement and Materials (PRMT), Department of Design and Construction (DECO) and Bus Service (BUSV).
  • Manages and supervises staff of technical, administrative, and supervisory personnel and evaluates their performance. Ensures effective coordination of activities between PLNT branches; oversees the work management process to ensure work requests are properly received and processed; work efforts are properly staffed and coordinated in PLNT branches; and departments and offices are informed of the status of their work requests. Establishes work plans for subordinates against which they will be measured and conducts performance evaluations of subordinates based on these work plans. Directs the evaluation of the performance of assigned work crews to recommend new methods and techniques to be implemented as necessary.
  • Manages personnel who serve as the Contracting Officer's Technical Representative (COTR) on special project contracts and annual maintenance contracts. Monitors individual service and repair contracts. Attends office and department meetings to make presentations regarding contractual needs when required.
  • Maintains procedures and manages personnel to ensure parts, material, and equipment are available for accomplishment of assigned work by establishing blanket purchase agreements, developing stock and insurance item levels, and establishing bench stock locations. Implements procedures for undertaking corrective measures in emergency situations without interruption to normal revenue operations service when feasible. Ensures proper and timely notification is provided to central control operations when undertaking work assignments in rail the right-of-way areas.
  • Prepares fiscal operations and capital budgets within guidelines set by the PLNT Superintendent; develops budgetary forecasts; analyzes and reports on current budget accruals; and ensures personnel are properly trained to follow established budgetary guidelines
  • Responsible and accountable for developing and submitting a realistic and reasonable project budget and for issuing appropriate progress reports as required to record the project's advancements or delays. The report shall include a register of completed tasks, all payments issued and any problems causing delays, redirection of focus or that impacts project delivery timeline or strategy. A progress report will be provided to OMBS as well as the program's front office (ELT member) as required.
  • Responsible for cost allocation to appropriate projects and for the timely and accurate review and approval of applicable invoices.
  • Supports response efforts in emergencies by providing immediate maintenance support to protect assets. Responds to and assists during severe weather emergencies.
  • Manages projects that primarily address the audits of operations. Manages the audit implementation process including the pre-audit document package submittals, personnel scheduling for auditor interviews/inspections, and other point-of-contact duties throughout the audit process.
  • Manages PLNT's responses to State Safety Oversight (SSO), Federal Transit Administration (FTA) and National Transportation Safety Board (NTSB) audit reports by reviewing findings, meeting with managers to develop proposed Corrective Action Plans (CAPs), managing projects to complete the CAPs, ensuring CAPs are accepted & closed, and develops written comprehensive reports.
  • Manages closure of internal WMATA audit and inspection reports by reviewing findings, meeting with the appropriate branch within PLNT, proposing CAPs, managing projects to complete the CAPs and ensuring CAPs are accepted and closed.
Other Functions
  • Attends and passes the required training classes and continuously learns best practices for working safely and efficiently. Performs assignments and ensures subordinates perform assignments according to established safety practices and maintenance guidelines
