Job Description:
Provide daily planning, oversight and management for the maintenance of over 520 miles of water distribution system, over 590 miles of wastewater collection system and overseeing 46 employees to ensure safe, dependable water utility service to a daytime population of over 260,000.Prepare reports; i.e. daily activities, time sheets, overflow in premises, unauthorized discharges, accidents and insurance, inter-office memos, investigations, recommendations, progress and personnel records, billing for damaged services, etc.Monitor personnel issues, payroll, workers comp and vehicle insurance. Oversee maintenance to 40 sites owned by City of Tyler. This includes water wells and lift stations and their fences and structures.Train and develop personnel in safety, City of Tyler procedures, water and sewer technical training and operation procedures. Oversee television inspections of sewer mains and services.Prepare budget for departments 743 and 745 and operate departments for such and monitor expenditures.Organize and review projects, operations and address citizen complaints in the field.Assist in short and long range planning for Tyler Water Utilities.Meet with public, contractors, and public to resolve problems. Provide technical assistance.Provide technical advice, assistance with evaluations, terminations, promotions, recommendations and training department 743 and 745 personnel.Evaluate and modify procedures for improved efficiencies.Meet with property owners concerning development of property.Process and regulate all permits from other governmental agencies including Department of Highway.Review plats and engineering site plans for conformance to City subdivision ordinances.Prepare plans, specifications, and estimates for in-house projects.Assist with specifying equipment upgrades. Implement technological improvements to maximize efficiency and production.Provide assistance to Engineering and Development Services in delivering water and sewer stakes, contacting contractors, delivering and picking up contracts, TXDOT permits, etc.Must be able to operate a computer and calculatorMust have the ability to organize and direct daily operations of water distribution and wastewater collections systems.Must have the ability to manage large and varied staff working in numerous locations.Must have the ability to evaluate, audit, deduce and/or assess data and/or information using established criteria.Must have the ability to perform mathematical operations involving basic algebraic and geometric principles, formulas and calculations.Must have the ability to operate personal computer hardware, engineering software and related office equipment to write letters, etc.Must have the ability to work with the public in a respectful, efficient manner.Must be familiar with municipal government operations; City policies, procedures and ordinances; and sound engineering principals.Must be able to balance 8 hours daily, sit 5 hours daily, stand 1 ¾ hours daily, walk 1 hour daily, twist and turn 15 minutes daily.Education and Experience: Bachelor's in Engineering or a related field OR (Eight (8) years of relevant experience may be considered in lieu of a Bachlor's Degree) . Must have over five (5) years of supervisory and field experience in maintenance and construction operations. Must possess a Class B Water Distribution certification, or be able to obtain within two (2) years. Must possess a Class B Wastewater Collection certification, or be able to obtain within two (2) years.
