  • Learn more about who we are at: The Position The Marina & Facilities Maintenance Foreperson is responsible for providing direction and supervision for the Port's Marina & Facilities maintenance program. The Marina & Facilities Maintenance Foreperson is an advanced skill-level position that coordinates and provides operational leadership and oversight for installing, maintaining, and repairing buildings, docks and/or airfields, equipment, and landscaping operations. Tasks include, but are not limited to, plumbing, electrical, carpentry, paving, mowing, painting, and driving equipment. This position manages a team of workers, regularly inspects sites, executes work orders as necessary, provides fiscal accountability, maintains equipment, and assigns workers to various preventative and corrective maintenance assignments. Work performed is supervised by the Harbor Senior Manager. Examples of Duties The essential duties and responsibilities of this position include, but are not limited to the following:
    • Provide team leadership for marina facilities and maintenance staff in a positive and professional manner, and motivate and encourage a dynamic teamwork environment.
    • Coordinate with other Port staff, as needed, to promote and provide a positive Port First team environment.
    • Lead and participate in a variety of advanced-level maintenance jobs, providing follow-up and recommendations. These activities include routine, ongoing preventative, corrective maintenance, repair, and servicing activities of Port facilities, grounds-keeping, and equipment. Such activities may include, but will not be limited to, construction, mechanical, plumbing, painting, electrical, HVAC, heavy equipment, irrigation, and landscaping systems and upkeep to ensure the upkeep of Port assets.
    • Prepare and review work orders, material requisitions, reports, and other written and computerized systems for documentation; maintaining accurate records of all maintenance projects.
    • Coordinate the procurement and scheduled use of resources such as labor, equipment, and materials to ensure maximum use and completion of work within a budget, safety guidelines, and quality standards.
    • Advise the Harbor Senior Manager, making suggestions for operational and cost-saving improvements and budget and contract compliance, tracking time, receipts, deadlines, and project costs.
    • Lead and participate in inspecting alarm, fire, backflow assemblies, pest control, building/dock assessments, and stormwater systems-service and repair as needed.
    • Guide assigned staff in keeping records, reference materials, repair logs, timesheets, files, and utilize computerized maintenance management programs.
    • Adhere to environmentally sound, safe, and healthy working practices.
    • Operate Port equipment such as forklifts, lawnmowers, street sweepers, chain saws, tractors, trucks, compressors, paint sprayers, boom trucks, snow removal equipment, and related tools and equipment.
    • Maintain professional public relations practices with all Port customers and tenants.
    • Coordinate and provide the training, mentoring, supervision, and evaluation of marina facilities and maintenance staff. Assist the Harbor Senior Manager in hiring staff.
    • Safety First -provide leadership and accountability for the Port Safety Program, Port policies & procedures, and regulatory agencies (OSHA, Stormwater compliance, Fire, and others as applies).
    • Other duties as assigned.
    QualificationsMinimum Qualifications (Experience / Education Required)
    • The equivalent of a G.E.D. or higher education.
    • Technical school training in mechanics, hydraulics, air or electrical systems, or a minimum of six years experience working in the building or mechanical trades.
    • Professional-level knowledge for maintenance shop procedures and practices; safety practices, safe work methods, and safety regulations of the trades listed in job duties.
    • Experience in supervising a positive teamwork environment, and a strong emphasis on communication skills to positively participate as an essential player in the overall effectiveness of the marina facilities and maintenance team.
    • Experience with cost estimating, project planning and coordination, contract compliance, and knowledge of regulatory codes.
    • Valid Washington State driver's license.
    • Willingness to obtain Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification and Forklift Safety Training Certifications.
    • Willingness to obtain a Washington State Department of Agriculture's Public Operator's Pesticide License (if applicable); a Class A vehicle license, or special equipment certification (if applicable).
    • A requirement to maintain a basic first-aid/CPR certification.
    Required Knowledge / Skills / Abilities
    • Ability to operate with advance-level of proficiency heavy & light motorized vehicles & equipment including but not limited to dump trucks, snowplows, tractors, mowers, compressors, sanders, generators, hand and power tools, detection devices, mobile radio, and phone equipment.
    • Highly proficient mechanical and electrical troubleshooting skills; knowledgeable computer skills, with an emphasis on Internet searching and an ability to utilize a computerized maintenance program, with solid record-keeping acuity.
    • Ability to obtain (within a month) a TWIC (Transportation Worker Identification Credential), if duties assigned require.
