Employees in this classification oversee and enforce the rules, regulations, ordinances, safety, compliance, and business activities over assigned areas.EMERGENCY RESPONSE STATEMENTEvery City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Oversees the operation of the Naples City Dock, , and Naples Landings.. Tasks include administrative duties related to managing programs, events, contracts, projects, financials, and activities at these locations.
  • Oversees the Naples City Dock staff, including the hiring, training, scheduling, and other personnel tasks as needed.
  • Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
  • Manages assigned areas; establishes and maintains budget; manages Naples City Dock Fund; approves invoices; negotiates, signs and legalizes all contracts related to assigned areas; establishes and bids out projects; coordinates site repairs; initiate work orders; regulates and monitors the boat ramp at Naples Landing.
  • Ensures compliance with requirements related to submerged land leases between the city and the Florida Department of Environmental management.
  • Organizes and manages programs/events at the assigned areas, and ensures safety is the priority with all activities.
  • Oversees and leads Capital Improvement Projects related to the assigned areas, under the direction of the Department's Director.
  • Oversees other waterfront operations related to the operations of the assigned areas; responds to environmental issues at the assigned areas; ensures compliance with city regulations regarding usage of assigned areas; performs pre & post hurricane duties; and responds to/coordinates wildlife rescues as needed.
  • Works with Beach Patrol to assist with updating rules and regulations on the beach.
  • Works with the Police Department Marine Unit to address issues in Naples Bay and on the Naples City Dock.
  • Seeks opportunities to increase revenue at the Naples City Dock.
  • Reviews ordinances and regulations related to areas of responsibility to ensure the operations are functioning appropriately and safely.
  • Enforces all rules and regulations pertaining to the Naples City Dock, and ensures dock staff are educated in this area. Initiates dock inspections and addresses maintenance concerns related to the structural integrity, which includes safety issues identified.
  • Exercises great customer service to all dock users and approaches all situations in a professional manner. Inspects and completes assessments of all assigned areas to ensure safety and address maintenance concerns. Completing work orders and working with facilities to address issues.

  • Bachelor degree in Business or Public Administration, Parks and Recreation or closely related field;
  • Eight (8) years' previous experience and/or training in marina operations or demonstrative experience in safe boating practices; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this position
  • Must possess and maintain a valid Florida driver's license, class E and a driving record which meets or exceeds minimum City driving standards.
PREFERRED QUALIFICATIONS
  • Underground Storage Tank (UST) Operator Class A/B & Class Certification or be able to obtain within first year of employment.
  • Certified Marina Manager (CMM), Certified Marina Operator (CMO) and/or Certified Marina Professional (CMP); Must obtain one of these certifications in the first year of employment.
  • Must possess and maintain a current First Aid, CPR, and AED Certification, or acquire this certification within the first year of employment.
