Introduction The Department of Information Technology (DoIT) provides support to state agencies, the Executive Office of the Governor, the Governor's coordinating offices, and a variety of independent agencies within the Executive Branch. Striving to provide the highest level of customer service to its internal and external customers, DoIT supports Maryland's agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross agency collaboration and advocating best practices for operations and project management. As we increasingly rely on data to guide the state's strategic priorities, it is imperative that all employees, regardless of their role, understand how to leverage data to make more informed, effective decisions. Ensuring responsible data use requires state employees have the knowledge and skills necessary to leverage data to make informed decisions. The Maryland Data Academy will serve as the cornerstone for fostering a culture of analytical thinking and evidence-based decision-making across the State. GRADE 18 LOCATION OF POSITION Department of Information Technology 100 Community Place Crownsville, MD 21032 Main Purpose of Job This position is within the Data Literacy Program and will report to the Data Literacy Program Manager. This position is responsible for designing, developing, procuring, and delivering comprehensive data literacy content to equip employees with the knowledge and skills to make data-driven decisions. This position will need to have an eye for visual design, a mind for content creation, and a commitment to clear, concise, and engaging forms of communication. They will need to collaborate with subject matter experts, develop and maintain course content, facilitate training sessions, develop and report on metrics to quantify success of the program, and coordinate with strategic partners to ensure the program aligns with best practices and advances the priorities of the current administration. ***This is a contractual position, with limited benefits.*** POSITION DUTIES • Learning Pathway Development: Research and develop a comprehensive curriculum to address the needs of the identified pathways. Collaborate with participants to solicit feedback and with subject matter experts to ensure the accuracy and relevance of pathway content. • Educational Content: Research, consolidate, curate, maintain, and when necessary, develop high- quality course materials, including presentations, exercises, and assessments that enhance data literacy knowledge and associated skills, for State employees, on state supported platforms. • Evaluation and Improvement: Establish metrics and assess the effectiveness of data literacy courses through surveys, assessments, and other evaluation methods. Continuously improve course content and delivery based on feedback and emerging trends. • User Support: Provide ongoing support and guidance to participants throughout the data literacy program through office hours, lunch and learns, and other similar events. Answer questions, address concerns, and help participants apply their new skills for on-the-job purposes. MINIMUM QUALIFICATIONS Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Six years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. DESIRED OR PREFERRED QUALIFICATIONS Bachelors degree from an accredited colege or university in Information Technology, ComputerScience, Management Information Systems or other information technology related field. Three years of experience designing, developing, implementing and maintaining programs directly related to improving data literacy skills across a large organization. LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. BENEFITS Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year. FURTHER INSTRUCTIONS Online applications are highly recommended.
