This position is responsible for the development, implementation, and communication of behavioral health services coverage policy for Minnesota Health Care Programs (MHCP) statewide. The Behavioral Health Administration is responsible for the development of new Medicaid (Medical Assistance) behavioral health services, as well as maintaining the quality of, access to and outcomes of existing Medicaid behavioral health services for Minnesotans with mental illnesses. The Medicaid/Managed Care Organization (MA/MCO) team functions to establish, revise and maintain regulatory standards across behavioral health programs and initiatives. This position acts to support Medicaid/Managed Care Organization (MA/MCO) team in its functions: identify and interpret best practice research to foster and support positive health and behavioral health recovery outcomes, implement data-informed policy changes and decisions, provide policy interpretation to behavioral health providers through training, written and verbal communication, and technical assistance and conduct evaluations to ensure accurate policy implementation. The Behavioral Health Program Specialist position provides content expertise on state and federal Medicaid rules and regulations to inform Minnesota Health Care Programs (MHCP) policy. The position provides this content expertise to behavioral health supervisors, behavioral health directors and policy staff for policy analysis, development, and implementation. This position has lead responsibilities for Medicaid, Medicare, and MHCP policy implementation and supports the divisions' initiatives. Specific position lead responsibilities and project work may change over time to reflect the Behavioral Health Division's priorities, initiatives, and funding.
Some more responsibilities include, but are not limited to:
+ Minnesota Health Care Programs policy lead. Based on data and stakeholder analysis, conceptualizes Medicaid behavioral health policy enhancements, and leads the Medical Assistance Policy Team in the development and implementation of statewide adult and children's behavioral health policies and service delivery standards in Minnesota Health Care Programs (MHCP).
+ Lead policy consultation for inpatient psychiatric hospital services policy
+ Lead policy specialist for the behavioral health MHCP-covered benefits.
+ Lead departmental activities related to the implementation of all billing related coding changes, such as Current Procedure Terminology (CPT) codes, the Healthcare Common Procedure Coding System (HCPCS) codes, and the International Classification of Diagnostic (ICD) code changes.
+ Medical review and service authorization policy and training. Manage the Department's medical review and prior authorization standards, policies, and vendor training for behavioral health MHCP services.

Three (3) years of work experience administering mental health program policy and benefits, rates, billing and claims, eligibility, or service authorization policy for public healthcare programs.
Experience must clearly demonstrate:
+ Practical knowledge of current behavioral health evidence-based practices.
+ Understanding of MHCP an Federal Medicaid policy related to mental health and substance use disorders and services.
+ Practical understanding of public healthcare programs: benefits, rates, billing and claims, eligibility, and service authorization policy.
+ Knowledge of Minnesota's Behavioral Health service delivery system.
+ Policy development, implementation, and reform for a diverse set of internal/external stakeholders.
+ MS Office Suite and other programs such as: SharePoint, Medicaid Management Information System (MMIS).
**_*Bachelor's Degree in social work, psychology, public Health, or other related fields may substitute for one (1) year of work experience_** **_._**

**Preferred Qualifications**
+ Variety of experiences working effectively with others from different backgrounds and cultures.
+ Clinical licensure in the mental health field.
+ Experience delivering health-related services in a school-based setting or for a school-linked provider.
+ Ability to evaluate providers' administrative and clinical infrastructures and reinforce state standards.
+ Ability to understand provider limitations and resolve provider barriers to implementation of state and federal policy.
+ Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
+ Advanced degree preferred in social work, psychology, public Health, or other related fields.
