Duties Description:

The New York State Office of Mental Health (OMH) seeks a qualified candidate to serve as a Medical Director, Adult Community Services and Academic Affiliations (Psychiatrist 2) in the Office of the Chief Medical Officer (OCMO). OCMO is responsible for supporting other Offices and Divisions within OMH and providing clinical and medical input into planning, policy, regulatory, and administrative decisions. The areas of work and focus of OCMO and its staff is dependent on the priorities of the Governor, the Commissioner, and the Chief Medical Officer.

Reporting to the Chief Medical Officer and working collaboratively with OMH Program Leadership, Central Office Physicians, OMH operated Psychiatric Center (PC) Clinical Directors, other State agencies, and academic medical centers, the Medical Director will:

1) implement policy initiatives that are part of OMH's comprehensive mental health system redesign,

2) provide clinical leadership for OMH efforts to improve integration of care including co-occurring disorders and primary care,

3) support OMH's Hospital and Community Connections work, oversight of the Medicaid Managed Care Program and mental health parity initiatives, data driven programming and internal and external collaborative efforts, and

4) oversee OMH's Academic Affiliations and support Physician, PA and NP Workforce Development and training programs.

Specific duties to be performed may include, but are not limited to:

Mental Health Program Development: implement policy initiatives that are part of OMH's comprehensive mental health system redesign. Provide clinical and medical input to the licensed mental health care continuum. Assist in the development of standards of care, regulations, and program guidance.

Integrated Care and Co-Occurring Disorders: support OMH efforts to improve care integration of care including co-occurring disorders such as substance use (ETOH, Opioids, Cannabis, Tobacco), IDD, and addressing the chronic and infectious disease burden among individuals who receive services in the public mental health system (such as COVID-19, Flu, Mpox, HIV, Hep C, Obesity, Diabetes).

Clinical Support and Collaboration: Support OMH's Hospital Care and Community Connections work to promote improved coordination of care and care transitions (including homeless, geriatric and rural issues), assist with OMH activities for the Medicaid Managed Care Program and other NYS regulated insurance programs and support mental health parity initiatives initiated by OMH. Support data driven implementation efforts led by the OMH Office of Population Health and Evaluation. Collaborate with staff within OMH Central Office Divisions and Field Offices responsible for the day-to-day management of individual programs (Adult, Children, Nursing, Health Services, Prevention, Quality, etc.) and across partner State agencies (DOH, OASAS, OPWDD, OCM, etc.). Other duties as assigned including urgent/ad hoc requests regarding budget development, legislative and press Inquiries.

Academic Affiliations: Manage $20M program with academic affiliation partners and their psychiatry training programs, including residency and fellowships in general adult, child and adolescent, geriatric, forensic, public psychiatry and post-graduate research programs. Oversee 27 contracts and 127 trainees per year as OMH employees rotating through PCs statewide, in accordance with NYS and ACGME standards. Work with PC clinical directors and affiliated academic training partner Chairs of Psychiatry to ensure a rich experience for trainees. Collaborate with other clinical leaders to support curriculum development and implementation of Physician, PA and NP workforce development and training programs such as the Psychiatry Service Corps, Visa Sponsorship, Grand Rounds, etc.

Minimum Qualifications:

Candidates must possess a license and current registration to practice medicine in New York State, and board certification in general psychiatry by the American Board of Psychiatry and Neurology.

Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process. The number of permissible telecommuting days for each employee will be determined by the current work demands/assignments, as well as program operational needs and employee performance/productivity, but may not exceed 50% telecommuting in a two-week payroll period.
