Job Description:
This is a continuous recruitment; applications submitted will be reviewed on a bi-weekly basis. We will continue to accept applications until the positions are filled. There are multiple vacancies within the Health and Human Services department. These vacancies can be filled at the I, II, or III level. Candidates need only to apply once; all applications will be screened for the minimum requirements at the highest level they are qualified for. In the case of higher level vacancies, names from the eligible list will be referred based on qualifying level. For lower level vacancies, higher level candidates on the eligible list may not be excluded from being referred. The Sutter County Health and Human Services Department promotes health, safety, economic stability, and quality of life for our community. As a Mental Health Therapist, you will be responsible for facilitating therapeutic groups, providing psychiatric casework, counseling, and treatment services in a clinical or institutional setting. Mental Health Therapist may be assigned to Children's Services or Adult Services Branch. Mental Health Therapists assigned to Children's Services may work in a youth outpatient clinic setting, or Children's System or Care/Transitional Age Youth program providing therapy and casework services for children/youth and their referred families. Assignments may also include being an embedded therapist at Sutter or Yuba County Child Welfare. Assignments in the Adult Services Branch, include being part of the Adult Urgent Services and a part of an interdisciplinary team that provides screening, assessment, individual therapy, group therapy and other behavioral health services in the Adult Outpatient Behavioral Health Clinic. One Clinician III opening will be assigned to provide support to SYBH clients in placement settings, and to provide services for older adults. This position will be a combination of direct service and supervision. Mental Health Therapist III Limited Term Behavioral Health Bridge Housing (BHBH) This assignment will supervise a new Behavioral Health Bridge Housing program consisting of new recovery residences, requiring you to work collaboratively with Pathways SUD Residential Treatment Program staff, when stepping down clients who have completed the residential program into the new recovery housing facility. This position requires planning, organizing, implementing, and coordinating activities related to program development. Will supervise staff, assign tasks and client services; develop, track and monitor program goals, attend and present at meetings with community groups. This position will be a combination of direct service and supervision. Mental Health Therapist III - LPS (Lanterman-Petris-Short) Department This assignment is a clinical supervisor position. Position would entail supervising and overseeing a staff of 7-10 employees while communicating with the Public Guardians, County Counsel, and other Full-Service Partnership Staff related to LPS Conservatorships; Attending monthly meetings related to LPS Conservatorship with our county partners and stakeholders. Performs assessments for grave disability in both the community and correctional facility setting; prepares recommendation letters to the Public Guardian and/or Courts; completes stats and monthly program updates to manager. Performs intakes and re-assessments for LPS conserved individuals. MARGINAL DUTIES Maintains inventory of departmental supplies and initiates requests for new or additional materials. Answers the telephone, provides information, takes messages and/or directs calls as appropriate. Level I additional duties: Performs casework services with patients or clients and their relatives. Performs telephone screening of prospective patients. Participates in the evaluation of problems presented and in the development of treatment plans. Prepares and/or generates various correspondence and documentation. Reviews various documentation and processes, forwards, or takes other action as appropriate. Maintains departmental files and records. Responds to requests for information or assistance. Attends meetings, hearings, and conferences. Provides on-call coverage as needed. Level II additional duties: Performs primary intensive therapy services with patients or clients and their relatives. Provides evaluation of problems presented, recommendations of services needed, and development/implementation of treatment plans. Determines eligibility for mental health assessments, initiates assessments and prepares written assessments. Evaluates new techniques for dealing with emotional and environmental problems. Prepares and/or generates various correspondence and documentation. Reviews various documentation and processes, forwards, or takes other action as appropriate. Maintains departmental files and records. Provides on-call coverage as needed. Responds to requests for information or assistance. Attends meetings and hearings. Oversees the work of other staff members as assigned. Level III additional duties: Assumes independent program responsibility for planning and implementing treatment activities such as assessment, referral, counseling, and other treatment services. Coordinates such activities with other aspects of the department and with other agencies. Participates in developing program goals. Supervises, trains, and directs lower level professional and technical classes as assigned. Performs case work reviews with patients or clients and their relatives. May provide individual and group therapy within family groups. Participates in the evaluation of problems presented, recommendation of services needed, and development/implementation of treatment plans. Provides education and training to parents, community organizations and others. Evaluates new techniques for dealing with emotional and environmental problems. Supervises and performs preparation of social case histories with particular emphasis upon psycho-social factors affecting the patient or client. Prepares case documentation. Prepares and/or generates various correspondence and documentation. Reviews various documentation and processes, forwards, or takes other action as appropriate. Maintains departmental files and records. Responds to requests for information or assistance. Attends meetings, hearings, and conferences. Prepares and processes case information for mediation and fair hearing presentation. Testifies in court as needed. Represents the agency at judicial review hearings; makes presentations on patient detention and case planning; makes treatment recommendations. Represents the agency to other community agencies. Provides on-call coverage as needed. Knowledge of: Principles of social work; counseling, casework and other techniques of social work; social aspects of mental and emotional disturbances; new techniques, trends and advances in the profession; standard office equipment; and clerical activities related to an organization's programs and operations. Ability to: Apply casework skills effectively; establish and maintain effective working relationships with others; secure and record accurate and pertinent social and personal data; communicate effectively both orally and in writing; operate standard office equipment; and operate a motor vehicle. Level I Minimum Requirements: Education and Experience: Graduation from an accredited college or university with a Master's Degree in social work, counseling, psychology, psychiatric nursing, or a related field. Some experience in Behavioral Health or other social services is desired. License or Certificate : Applicants must be registered with the Board of Behavioral Sciences as an Associate Clinical Social Worker, Associate Marriage and Family Therapist, Registered Associate Marriage and Family Therapist, Associate Professional Clinical Counselor or Registered Associate Professional Clinical Counselor. Incumbents are required to obtain licensure within six (6) years of hire. Incumbents who fail to maintain registration are subject to dismissal from employment or transfer/demotion to an appropriate position at the discretion of the department head. Applicants who are enrolled in a Ph.D. or Psy.D. program in clinical psychology from an accredited college or university and have successfully completed all of their required coursework at the time of application submission may be substituted for an intern number as set forth by the Board of Psychology and the California Department of Health Care Services (transcripts to show successful completion of coursework must be attached to the application). Such applicants would be subjected to the County's ability to provide proper Supervised Professional Experience as specified in the California Business and Professions Code. Additionally, such applicants would be required to meet the licensure requirements as set by the Board of Psychology within five years. An Ed.D and five (5) years of behavioral health experience and on licensure track as a Psychologist may be substituted for the Ph.D. or Psy.D. Incumbents who fail to obtain licensure within five (5) years of employment are subject to dismissal from employment or transfer/demotion to an appropriate position at the discretion of the department head. Those applicants holding out-of-state licenses as Psychologists, LCSWs, LPCC's and LMFTs must apply for licensure with the California Board of Psychology or the California Board of Behavioral Science Examiners and apply for a waiver through the California Department of Health Care Services. Such applicants would be required to obtain licensure within three years of employment. Incumbents who fail to obtain licensure within three (3) years of employment are subject to dismissal from employment or transfer/demotion to an appropriate position at the discretion of the department head. Level II Minimum Requirements: Education and Experience: Graduation from an accredited college or university with education and experience to be licensed in the State of California as a Psychologist, Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC). License or Certificate : Must possess a valid California license as a Psychologist, Licensed Clinical Social Worker (LCSW), Licensed Professional Clinical Counselor (LPCC), Licensed Marriage and Family Therapist (LMFT). Those applicants holding out-of-state licenses as Psychologists, LCSWs, LPCC's, and LMFTs must apply for licensure with the California Board of Psychology or the California Board of Behavioral Science Examiners and apply for a waiver through the California Department of Health Care Services. Such applicants would be required to obtain licensure within three years of employment. Waivers may be obtained pursuant to Chapter 712, Statutes of 1995 and any regulatory requirements of the California Department of Mental Health. Must maintain licensure and registration as determined by California Department of Mental Health. Level III Minimum Requirements: Education and Experience: Graduation from an accredited college or university with education and experience to be licensed in the State of California as a Psychologist, Licensed Clinical Social Worker, Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC) and two years of post-licensure clinical or psychiatric social work experience. Must meet requirements to provide clinical supervision per Board of Behavioral Sciences (BBS) requirements. License or Certificate: Must possess a valid California license as a Psychologist, Clinical Social Worker, Licensed Marriage and Family Therapist (LMFT), or Licensed Professional Clinical Counselor (LPCC). Those applicants holding out-of-state licenses as Psychologists, LCSWs, LMFTs, and LPCC's must apply for licensure with the California Board of Psychology or the California Board of Behavioral Sciences and apply for a waiver through the California Department of Health Care Services. Such applicants would be required to obtain licensure within three years of employment. Waivers may be obtained pursuant to Chapter 712, Statutes of 1995 and any regulatory requirements of the California Department of Health Care Services. Must maintain licensure and registration as determined by California Department of Health Care Services. Essential Duties require the following physical skills and work requirements: Requires the ability to think and act quickly in emergencies; effectively deal with personal danger; maintain mental capacity to allow the capability of exercising sound judgment and rational thinking under varied circumstances. Requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another, and requires a valid driver's license.
