In this position you will serve as a Meteorologist assigned to the 14th Weather Squadron Data Operations Flight which serves as the technical authority on the ingest, quality control and archive of meteorological and climatological data. The Data Operations Flight ingests, quality controls and archives meteorological alphanumeric weather reports and modeled data used to produce specially tailored climate analyses and products used to support worldwide Department of Defense, government and intelligence operations and plans.This is a Term Position that has been that has been currently authorized through September 30, 2026.This position can close at any time. Provides extensive climatological expertise to support the ingest, quality control, archive and summarization of complex meteorological Data. Plans, coordinates, and manages all aspects of assigned program(s) through application of professional knowledge and skill in meteorological practices, processes, and techniques. Acts as aspecialist and consultant in the monitoring of the ingest, data flow and recovery of critical meteorological data. Performs studies and analyzes incoming data and quality control processes for trends. Communicates with 557 Weather Wing personnel regarding data flow issues and provides assistance in troubleshooting and resolving problems. Maintains detailed data flow diagrams and documents describing the processes applied to the data from receipt to archive. Employs Federal Geographic Data Committee standards in the creation of metadata in order to facilitate data sharing with other agencies. Coaches the team on the collection of metadata and creation of documentation on all the archived databases including information on quality, lineage, formats and any restrictions on the data. Serves as a subject matter expert on collection and processing of current and historical information on worldwide weather stations. Creates processes for monitoring the quality of climatological databases. Develops methodologies and designs audits to be used to identify erroneous data and assess the validity of geophysical data. Implements and processes corrective procedures to make the climatic database usable by all DoD agencies in the assessment and application of weapons systems development, force deployments and operations. Directs plans for visualizing data, performing statistical and time series analyses, effect studies to verify, validate and certify the quality of the data.2. Establishes policies and procedures to oversee, evaluate, and enhance the technical quality of the meteorological data ingest, quality control and archive processes for the squadron. Provides technical direction to assigned team members to ensure success. Communicates to the team the assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, as well as the deadlines and timeframes for completion. Coaches the team in the selection and application of appropriate problem-solving methods and techniques, and provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Estimates and reports on team progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensures that all team members are aware of and participate in planning for achievement of team goals and objectives. Monitors meteorological and scientific literature to remain current on advances, new developments, and techniques within the field. Researches and evaluates state-of-the-art systems and equipment to determine if advances can be modified for use to improve weather services. Provides meteorological guidance and instruction to analysts, establishes corrective actions to remedy deficiencies, and provides advice and/or oversight during the preparation of special mission products. Analyzes and verifies established climatology principles, techniques, and practices to provide feedback to flight leadership on how well analysts grasp concepts and perform assigned duties3. Analyzes metrics data, identifies trends, determines solutions, and presents to leadership. Identifies squadron's mission capabilities by consolidating performance metrics and provides detailed data analysis to leadership, major command (MAJCOM) level offices, and/or the Air Force Weather Agency (AFWA). Analyzes forecast performance data and prepares production quality assessment summaries/forecast statistical reports for OWS leadership and MAJCOM staff use. Reviews metric data collected to identify trends of weaknesses or strengths in the overall climate data operations and recommends actions to improve quality of services. Monitors climate data ingest and archive, station metadata database, climate summary production and Human-over-the-loop activity and oversees quality assurance on a daily basis and provides feedback to leadership. Provides guidance to individual analysts on both positive and negative climate data procedures and resultant product impacts. Performs assessments of unit forecast products, procedures, and personnel. Uses an apprehensive knowledge of weather theories and concepts to provide subjective validation of weather charts and meteorological phenomena and the training of personnel on proper verification/validation procedures and principles. Assists senior leaders in monitoring performance levels, discusses problem areas, and resolves complaints or concerns within their area of expertise. Researches and maintains meteorological studies and reviews. Analyzes problems revealed during studies and advises higher officials of the feasibility of different approaches, which provide a basis for action or the solution to a specific problem. Provides technical critiques and/or reviews of studies compiled by Air Force Weather, other meteorological agencies, and/or other meteorologists/climatologists.Knowledge, Skills, and Abilities (KSA's) 1. Knowledge of professional climatology and meteorology concepts, principles, techniques, and practices, including weather observation, forecasting, communications, meteorological equipment, and support proceduresapplicable to the assigned region.2. Knowledge of related fields to include physical geography, oceanography, geology, astronomy, statistics, computer science, data modeling, and other related geophysical and mathematical disciplines is highly desirable.3. Knowledge of Federal Meteorological Handbooks, Federal Geophysical Data Content Metadata Standards, Air Force Instructions, and regulations dealing with records maintenance, archive and metadata issues.4. Detailed knowledge of relational database technologies and Structured Query Language is required. Knowledge of big data, cloud computing and Artificial Intelligence and Machine Learning concepts is highly desirable.5. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.6. Demonstrated ability to coordinate activities among a diverse group of people of various technical backgrounds in order to complete projects effectively and in a timely manner to include skill in managing several projects simultaneously.7.
