Position Overview

This position is responsible for the management and oversight of the northern Illinois area of the Motor Fuel Tax (MFT) Audit Services Unit whose core objective is to perform timely standardized audits of local public agencies (LPAs) receiving MFT funds for proper compliance with state laws, rules, policies, and procedures.

Essential Functions

* Provides timely and accurate audit services that ensure compliance with laws, rules, policies, and GAGAS.

* Advises and makes recommendations to the Financial Review and Investigations Section Manager regarding any changes to laws, rules, and policies related to MFT programs.

* Develops, implements, and maintains appropriate standardized audit procedures including maintaining and updating the audit program and audit manual.

* Ensures accurate and timely distribution of the MFT fund audits, prioritization plan, and schedule.

* Reviews and approves audit reports, certifications of compliance forms, and other published audit data.

* Develops various high level complex technical spreadsheets, databases, presentations, and reports.

* Serves as the department's MFT audit services liaison responding to audit inquires.

* Performs management reviews of prepared audit reports, certification of compliance statements, and various other audit documents.

* Prepares high level complex technical spreadsheets, databases, presentations, and reports and provides data for departmental management, external auditors, and various state agencies.

* Establishes performance measures for the Motor Fuel Tax Audit Services Unit.

* Trains, motivates, and evaluates subordinates to ensure a well-developed staff in accomplishing auditing assignments and established performance measures.

* Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

* Performs other duties as assigned.

Minimum Qualifications

* Completion of a bachelor's degree majoring in accounting or finance plus three years of experience with financial auditing activities, financial review of documents, program compliance, or a combination thereof, OR Eleven years of experience with financial auditing activities, financial review of documents, program compliance, or a combination thereof.

Preferred Qualifications

* Supervisory experience.

* Knowledge of GAGAS.

* Knowledge of the MFT fund.

* Ability to be detail-oriented, well-organized, and work on multiple tasks simultaneously.

* Strong computer skills and proficient in Microsoft Office applications and Adobe Acrobat.

* Excellent oral and written communication skills.
