POSITION TITLE Migrant RecruiterWORKING TITLE Migrant RecruiterSCHOOL/DEPARTMENT Migrant Education Program (MEP)LOCATION Central OfficePAY GRADE State Salary ScheduleFLSA STATUSREPORTS TO Director of ESL/Migrant Programs; MEP CoordinatorWORK WEEK SCHEDULE Monday - Friday, with some evenings and weekendsWORK HOURS Monday - FridayMONTHS/YR 10POSITION PURPOSE To perform recruitment duties as required by the Migrant Education Program.MINIMUM QUALIFICATION STANDARDSKNOWLEDGE, SKILLS, AND ABILITIESAbility to speak, read, and write clearly and concisely in English and Spanish (thespecified second language of the children/families being served)Strong computer skills, including word processing, data input, translation software,e-mail, and spreadsheetsOutstanding interpersonal skills (communication, problem solving, conflictmanagement, collaboration) to collaborate with schools, agencies, and localagricultural employers to recruit and serve eligible childrenValid NC driver's license and current auto insurance with minimum liability coverageAbility to work independently, take direction, and demonstrate flexibility in workassignmentsAbility to work a flexible schedule, including evenings, and weekendsExcellent organizational skills to maximize time and efforts in identifying and servingmigrant childrenAdept with office procedures necessary to document and follow federal, state, andlocal MEP proceduresTravel throughout the assigned area in order to fulfill job duties. Use a county vehiclefor travel when possible. Create service schedules that minimize mileage expenses asmuch as possible. Maintain schedule and paperwork consistently, appropriately and in a timely manner.Maintain confidentiality of students, families, and program.Attend meetings and training sessions as feasibleCommunicate regularly with the supervisor. Meet monthly with other migrant staff.Establish, maintain, and enhance effective communication with all stakeholders.EDUCATION, TRAINING, AND EXPERIENCEAssociate's degree and other combinations of applicable education, training, andexperience which provide the knowledge, skills, and abilities necessary to performeffectively in the position. Previous experience in data entry is preferred.CERTIFICATION AND LICENSE REQUIREMENTSMust hold and maintain a valid motor vehicle operator's license according to theState of NC requirementsESSENTIAL DUTIES AND RESPONSIBILITIESRecruitment Job DutiesUnderstand all federal and state regulations pertaining to the identification and recruitment ofmigrant children.Attend MEP training sessions sponsored by the state program.Follow all procedures and practices contained in the Plan for Identification and Recruitmentand in any other directives issued by the State Migrant Education Office.Maintain accurate documentation of services provided.Establish contacts and regular visits with agencies, businesses, and sites that serve migrantfamilies for the purpose of having them help by referring potential eligible families.Collaborate with local agencies and businesses to provide services to our migrant families.Visit homes, work sites, or other locations to interview parents, guardians, or students todetermine child eligibility for MEP.Record eligibility information for each eligible child on a Certificate of Eligibility (COE).Complete out-of-school youth (OSY) language screener and SOSY survey for all OSY.Provide services to out-of-school youth (OSY).Collaborate with Migrant Educator to support scheduling, English proficiency assessment,LEP services, parent communication and academic support for migrant children.Assist with registering children for summer programs and communicating with familiesduring the programs regarding transportation, field trips, etc.Assist parents by providing information on supplementary programs provided by the schooldistrict and by the Migrant Education Program.Travel throughout the assigned area in order to fulfill job duties. Use a county vehicle for travelwhen possible.
