Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Minimum Qualifications For Permanent AppointmentReassignment - Currently in the title and an employee of DEC.OR Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.For NYHELPS AppointmentOpen Competitive: A bachelor's degree in engineering, geochemistry, geology, geophysics, or geosciences and two years of professional-level experience in drilling, development, or production for oil, gas, solution mining, or underground gas storage.
Duties Description The Mineral Resources Specialist 3 (MRS 3) is the first supervisory level and manages work related to oil, gas and other regulated wells in Region 9 and is critical to the many orphaned well plugging projects and methane reduction efforts New York is currently engaged in. Duties may include:- Perform complex mineral resources analyses/studies.- Analyze proposed drilling and plugging plans for environmental suitability.- Ensure correlative rights are protected before recommending the approval of proposed well locations.- Prepare affidavits and present testimony as State's witness at public hearings and in court proceedings.- Assist in public information/intergovernmental relations.- Evaluate new or modified drilling and plugging techniques for technical and environmental acceptability.- Manage/oversee specialized and complex mineral resources projects and investigations.- Assist the Mineral Resources Specialist 4 in setting priorities and scheduling work, and act on their behalf during any absence; and supervise and train lower-level professional, technical, and other support staff.- Supervise and evaluate the work of subordinate Mineral Resources Specialists and Mineral Resources Technicians including the preparation of work plans, training of staff, making work assignments, and designating regional work priorities. - Provide technical services and advice within the division and department as well as to operators, municipalities, other agencies, and the public.- Review permits for environmental suitability and compliance with ECL Article 23 and associated regulations. Signing permits in MRS4 absence.- Respond to Emergency situations and be involved with emergency preparation, training, response as necessary, which may include weekends and after hours.- Respond to general inquiries, complaints, and high-profile incidents in a timely manner. - Perform field investigations and inspections on technically critical wells and wells in environmentally sensitive areas including wells over 6,000 feet deep and high-pressure wells.- Perform administrative duties with respect to time and attendance, travel and budgeting, vehicle and equipment usage, performance evaluations, internal controls, and ensure program staff are in compliance with related Department and Program guidance and policies, including health and safety and mandatory trainings. Manage, maintain, and secure equipment and program files consistent with Department policies and guidance.
