Job Description:
This is a professional staff position involving responsibility for developing, implementing and monitoring minority business enterprise projects and programs. The incumbent represents and signifies to the community the commitment and initiatives of the City administration to enhance minority and women business participation in City contracted services and the purchasing process. An employee of this class also analyzes, revises, and implements guidelines and procedures for minority business enterprise initiatives. The employee works under the general direction of management personnel. Supervision of others is not a responsibility of employees in this class. Related work in public purchasing, supplier diversity and M/WBE program is performed as required.CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.Represents the program before citizens, business groups, and outside agencies;Mediates and expedites M/WBE related problems with contractors, City departments and other agencies;Orients minority and women business owners to the City's contract process and maintains a current list of certified M/WBE firms;Reviews and analyzes M/WBE utilization plans (e.g. construction, goods and services) in conjunction with Contract Manuals and/or RFP's to ensure compliance with M/WBE utilization goals for City, state and federal programs;Analyzes existing purchasing and contracting policies, procedures and operations as they relate to Minority and Women Business Enterprises (e.g. compliance with M/WBE utilization goals for City, State and Federal programs);Makes recommendations regarding the improvement of existing purchasing and contracting policies, procedures, and operations as they relate to Minority and Women Business Enterprises;Acts as a liaison in collecting and interpreting data relating to post Croson M/WBE programs;Develops and coordinates RFPs for professional services that increase M/WBE contracting opportunities with the City and/or which enhances an M/WBE firm's ability to undertake and complete City contracts;Coordinates M/WBE technical assistance contract with consultant to monitor achievement of program goals and revise as necessary;Collects and organizes data for a variety of purposes, such as special reports, status reports and development of new procedures;Prepares a variety of written information such as M/WBE activity reports, the annual report on M/WBE projects and programs and correspondence with contractors, subcontractors, consultants, and other governmental agencies.Bachelor's degree from an accredited college or university AND four (4) years experience in contract compliance, contract monitoring, or contract administration.ORAssociate's degree from an accredited college or university AND six (6) years of experience as described in (A) above;#J-18808-Ljbffr
