Job Description:This role will provide in-depth support to the robust exercise/capabilities assessment program to include pre-exercise/activity planning, script writing, exercise/activity execution, exercise/activity control, and a complete AAR process in full scale exercises, capability assessments, render safe drills, emergency deployment readiness exercise, and the many interagency led exercises.Role & Responsibilities:
  • Assist with the development, management, and leadership, when necessary, of a variety of exercise/activity formats including but not limited to, tabletop exercises, WMD crisis operation exercises, and no notice readiness drills.
  • Develop a standardized after-action report format and manage the process to ensure these reports are properly populated on designated exercises, capability assessments and real-world events. Provide in-depth written after-action reports for tabletop and field training exercises and capability assessments involving policy application and performance evaluation, with recommended interagency corrective actions.
  • Provide programmatic support which will entail coordinating, documenting, tracking and disseminating interagency exercise synchronization and strategic exercise integration efforts.
  • Provide administrative and logistical support for interagency domestic and overseas WMD exercise meetings, planning conferences, and events, ensuring proper integration of equities, coverage of logistical needs for all participants, accurate capture of after-action items in the final report, and support for exercise scenario development.
  • Provide scheduling and calendar management along with interagency meetings/conferences support as needed.
  • Prepare presentations for training, exercises, capability assessments and meetings. Works to foster consistent interpretation of pertinent plans and policies among FBIHQ personnel and associated Field Offices. This includes briefings, meetings, internal memorandums and other written communication.
  • Designs complex training exercises/capability assessments by following a multi-step process which includes assessing training needs, establishing goals and objectives, composing realistic narratives, detailing events, preparing written injects and listing the expected player action. Coordinate Emergency Deployment Readiness Exercises (National Capital Region, US and Territories).
  • Conducts training for FBI and other Federal, state, and local law enforcement personnel regarding WMD response operations at a critical incident or major event.
  • Provides guidance and recommendations to senior managers on national plans, policies, and doctrine, and how they relate to the WMD mission. Interprets generalized guidance into specific deliberate plans.
  • Perform internal liaison with various divisions and external liaison with military commands, special mission units, federal, state, and local partners, vendors, and regulatory agencies.
  • Represents the client on interagency committees coordinating general program guidance for implementation in a variety of different operating environments where variations in methods and techniques may be needed to meet crisis management objectives.
  • Prepares reports, correspondence, etc. regarding approval or disapproval, and where appropriate, develops pertinent plans to implement recommendations, changes or procedures and initiates procedural instructions. Deliver comprehensive oral, written, and other presentations to management officials regarding the work.
  • Perform real-world related operational tasks both CONUS and OCONUS. Planning, identifying, acquiring and deploying resources needed to anticipate, prevent and/or resolve a WMD crisis. Maintains a rapid response requirement and stands ready to deploy on short notice to a variety of locations to lend expertise on WMD operations.
Required Skills & Qualifications:
  • Must be a current United States citizen.
  • Possess an active Top Secret (TS) and eligible for Specialized Compartmented Information (SCI).
  • Possess a valid driver's license issued by a state or territory of the United States; when required, contract personnel must be insured to operate Government-owned, leased, or rented vehicles.
  • Have a specialized DOE Q clearance.
  • Ability to deploy CONUS/OCONUS as needed or directed.
  • Demonstrate strong management, interpersonal, and communication skills, both oral and written, with the ability to work independently.
  • At least ten (10) years of experience with a background working in law enforcement, homeland security, intelligence and/or the military to analyze, assist, measure, and coordinate organizational and operational programs.
  • Extensive software skills (e.g., Microsoft Office Suite) and Internet research abilities.
  • Background in tactical or strategic joint military and/or Law enforcement exercise planning preferred.
