This position will offer great benefits with the state, including 15 days of annual and sick leave per year or more depending on applicable state service.The Mitigation Infrastructure Engineering Associate Ill assists the Project Manager and Program Manager to implement dynamic state and federally funded stormwater improvement programs. This position serves as staff specialist for technical specifications, evaluates project plans, contracts, special provisions as well as monitors projects to ensure conformity with assigned schedules, plans, and specifications. The Infrastructure Engineering Associate Ill will mentor, train, and assist Infrastructure Engineering Associate II positions. The Engineering Associate Ill engages with state and local governments on state-wide stormwater mitigation projects, ensures projects are compliant with established policies and regulations, and provides engineering review and technical assistance.Responsibilities of the Mitigation Infrastructure Engineering Associate III:
- Apply knowledge of SCOR funded infrastructure programs' policies and procedures, related federal and state funding requirements, and federal/state/local permitting requirements and processes to ensures that stormwater Infrastructure projects are compliant with all applicable requirements; Conduct technical reviews of engineered plans and specifications at project milestones and provide clear feedback to engineering consultants; Conduct technical review of stormwater pollution prevention plans (SWPPP) and NOI permit applications prior to DES submittal; Review project schedules and probably opinions of cost for accuracy, completion and cost reasonableness.
- Serves as staff specialist for technical reviews of plans, specifications, project schedules, and cost estimates for mitigation projects; Oversees engineering firms throughout the design process to ensure projects, plans, and technical specifications meet all applicable criteria; Provide technical assistance as needed to ensure infrastructure projects meet agency resilience goals; Assists, mentors, and trains Engineering Associate II positions.
- Serves as an agency representative for public meetings and serves as liaison with various state, county, and municipal officials on highly technical engineering and related issues for assigned projects, and answers inquiries of the general public. Articulates and summarize complex projects in public forums. Creates programmatic and project specific education and public outreach materials; prepare and brief presentations to the public and government officials.
- Interpret and implement procurements of professional services and construction contracts in accordance with the Office of State Engineers (OSE) procurement regulations and procedures.
- Perform other duties as required/assigned.
Minimum and Additional RequirementsMinimum Requirements:A bachelor's degree in engineering and advanced-level engineering work experience, including experience in a technical supervisory capacity.Applicants indicating college credit or degree(s) on the application will be required to bring a copy of college transcript to the interview. Preferred Qualifications
- EIT or PE.
- Experience with HUD CDBG-MIT and flood-mitigating related infrastructure ispreferred.
- Experience managing multiple direct reports is preferred.
- Experience managing multiple infrastructure projects simultaneously is preferred.
- Experience with the federal environmental process is preferred.
