General Summary of Duties: The Clinical Supervisor provides clinical and administrative oversight, support, and consolation to the Mobile Crisis Outreach Team's (MCOT) Designated Crisis Responders (DCRs), Mental Health Professionals (MHPs) and Mental Health Care Providers (MHCPs) via direct clinical and supervisory work.The MCOT Clinical Supervisor promotes prompt and focused expert response to those in crisis in a compassionate and efficient manner in keeping with State and Salish BHASO mandated crisis services. MCOT Provides rapid mobile crisis resolutions with emphasis on the goal of stabilizing the crisis in the least restrictive appropriate manner, as well as facilitating access to behavioral health and substance use disorder services.The MCOT Clinical Supervisor improves the operations of KMHS in support of its stated mission and provides the highest level of customer service to internal and external customers.Supervisory Responsibilities: MCOT DCRs, MHPs, and MHCPsMajor Responsibilities/Tasks:
- Maintain a thorough working knowledge of the principles of crisis intervention that focus on rapid resolution of a crisis to prevent further deterioration, to achieve a pre-crisis level of functioning, to promote growth & effective problem solving, and to recognize danger signs to prevent negative outcomes.
- Maintain a thorough working knowledge of Washington State statutes and regulatory codes that govern and direct the responsibilities of members of the MCOT, including Involuntary Treatment Act (ITA) laws. Keep abreast of changes to the statutes, regulatory codes, and/or contract requirements on an ongoing basis and ensure that members of MCOT are apprised of and trained to understand and apply changes appropriately in the carrying out of their responsibilities.
- Assist in the development and maintenance of positive, collaborative relationships with all KMHS programs, ancillary providers, and/or other public or private agencies, in order to provide an essential level of care for consumers and service to the community, and to further and enhance the overall mission and goals of the agency.
- Report to and strategize with your supervisor on any trends, grievances, community or public relations issues which may negatively impact the overall reputation of the MCOT or the agency, or which may interfere with the ability of MCOT to carry out its stated mission.
- Maintain an excellent working relationship with MCOT leadership to ensure collaboration across all aspects of MCOT.
- Maintain a thorough working knowledge of family dynamic processes during crisis episodes to ensure helpful, supportive problem solving that promote growth, education and ongoing collaboration with the treatment team.
- Provide supervision to staff, through the use of case material and regularly scheduled interaction, to develop or improve the staff's therapeutic effectiveness in practice. Provide an initial review of case records in order to ensure that appropriate standards of care are maintained according to agency, regulatory, contractual, and/or judicial requirements.
- Ensure staff know and follow agency policies and procedures that meet clinical needs without compromising the safety of staff, clients, and other stakeholders involved in a crisis episode.
- Ensure that an appropriate continuum of care and intervention is applied during crisis response episodes. Ensure that face-to-face interventions are carried out when clinically indicated or requested. Ensure that appropriate follow-up interventions occur in accordance with contractual obligations of the MCOT. As appropriate, in collaboration with management, act as liaison between the MCOT and the public or other agency departments, ensuring appropriate follow up and coordination of services.
- Ensure that all documentation relative to crisis intervention services and consumer contact is complete, accurate, and submitted in a timely manner in accordance with agency, regulatory, and/or judicial standards. Ensure that ongoing training relative to documentation expectations and requirements is provided to members of the MCOT in an effective and timely manner.
- Attend to the development of positive staff morale and teamwork; providing opportunities for training, team building, or other activities that will contribute to the maintenance of a supportive, collaborative, and collegial environment within MCOT.
- Provide or ensure the provision of a work schedule for members of the MCOT that provides for 24-hour crisis response services at a level that maintains a continuity of coverage according to contractual requirements.
- Provide back-up crisis response services as a member of MCOT, as necessary, in order to ensure appropriate continuity of care levels are maintained, as well as agency, regulatory, and/or contract requirements are met.
- Assist with coverage and provide on-call clinical consultation when needed.
- In collaboration with MCOT leadership provide consultation, education, and/or training to KMHS staff, members of the community, and/or other public or private agencies or ancillary providers as appropriate.
- Ensure the timely completion of annual performance appraisals.
- In collaboration with MCOT leadership develop and maintain policies and procedures specific to MCOT. Ensure compliance with established agencies policies and procedures.

Minimum Qualifications: EDUCATION: Master's Degree in Psychology, social services, or behavioral health or must meet waiver criteria of RCW 71.24.260. Must meet criteria for Child Mental Health Specialist.EXPERIENCE: Specialist (minimum 3 years of job-related experience). Experience in crisis intervention with youth and adults, crisis triage centers, acute inpatient units, substance use treatment centers and/or community outreach. Capacity to work well with families, community services, correctional facilities, and hospital personnel. Possess and maintain a valid driver's license with an acceptable motor vehicle report and reliable, insured transportationLICENSURE: Agency Affiliated Counselor Registration or higher. Must meet and maintain the definition of a Mental Health Professional as defined in WAC 388-###-####. Must maintain a Washington State Department of Health license in good standing.Preferred Qualifications:EXPERIENCE: Working knowledge of Washington State ITA law, DCR protocols, and mobile crisis outreach models of crisis response.Performance Requirements:KNOWLEDGE:
Maintain a working knowledge of current trends in community mental health, including health care reform and automation of job tasks using computer technology.Substance abuse disorders treatment knowledge. SKILLS:
Must be able to effectively document using both handwriting and agency recognized computer word processing formats. Excellent interpersonal and verbal skills. Ability to communicate clearly and concisely.Ability to operate a desktop/laptop computer, fax machine, printer, scanner, and copier proficiently.ABILITIES:
Ability to deescalate potentially volatile situations with clients. Able to assist in building positive working relationships with staff of all agency departments.Equipment Operated: Standard office equipment including computers, fax machines, copiers, printers, telephones, etc.Work Environment: Frequent mobility and/or sitting required for extended periods. Mental/Physical Requirements: While performing the job duties, the employee is required to walk, sit, use hands and fingers, reach with arms, talk, or listen.
