Summary The Motor Vehicle Operator position is located in the Engineering Service at the Mann-Grandstaff VAMC Spokane. This is a full-time position at 40 hours per week. Responsibilities Major duties and responsibilities include: Operates the mobile clinic van which requires using knowledge of stateand federal driving regulations and the ability to operate the motor coach safely in a variety of road conditions and situations to include city driving, open road driving, and driving in inclement weather including snow, fog, rain, darkness, hail, and ice. The driver maintains proper following and braking distances, pivot points for turns, and speeds for each condition. Executes proper procedures for backing, parking, braking and drying brakes, and installs tire chains when snowy road conditions require the use of chains. Frequently maneuvers in narrow streets with sharp turns. Monitors gauges for properly maintained oil pressure, speed, water temperature, fuel level, and battery levels. Remains alert for overheated brakes, clearances for overpasses and bridges, and weight limits for roads, ferries, bridges, etc. Performs road checks for oil, air, and fuel leaks, tire condition, and diffuses any problems to assure safe driving conditions. At all times the driver must be aware of what is going on in and round the mobile clinic. Observes traffic, road conditions, pedestrians, hazards, obstructions, other vehicles, animals, intersections, road signs and signals outside of the coach, as well as passengers inside the coach. Continually uses all mirrors, and safety devices. Plans itinerary and selects best routes, especially in emergencies. Communicates well with people of all backgrounds; is: friendly, courteous, and helpful at all times; and maintains a positive attitude; diffuses unruly patients, assists patients on and off the mobile clinic, loads and unloads baggage and stores medical supplies as needed. Works compressed tours of duty and regularly makes overnight stays outside the Spokane community area as necessary for clinic scheduling. When the mobile clinic is required for use in a national disaster situation, the mobile clinic operator will be required to go with the clinic to the disaster area. The mobile clinic operator will remain with the mobile clinic until such time as the clinic returns to the medical center or relief is provided. When the mobile clinic is not off station, the mobile clinic operator will perform general grounds maintenance. This includes trimming, grass cutting, grounds equipment maintenance, exterior trash pickup, snow removal, etc. The mobile clinic operator is part of the snow removal team and will at times be called in to do snow removal. This will include operation of the snowplow. Work Schedule: Monday-Friday, 0600-1630 but will vary depending on demand. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element. The Ability to do the work of Motor Vehicle Operator without more than normal supervision based on your training/experience? Examples include Operating the mobile clinic van which requires using knowledge of state and federal driving regulations and the ability to operate the motor coach safely in a variety of road conditions and situations to include city driving, open road driving, and driving in inclement weather including snow, fog, rain, darkness, hail, and ice. The driver maintains proper following and braking distances, pivot points for turns, and speeds for each condition. Executes proper procedures for backing, parking, braking and drying brakes, and installs tire chains when snowy road conditions require the use of chains. Frequently maneuvers in narrow streets with sharp turns. Position requires a Class A Commercial Driver's License (CDL-Class A) and a valid Department of Transportation (DOT) Physical Certification Card. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Exerts moderate to heavy physical effort in maintaining motor coach, handling equipment and cargo, and making necessary hookup services. Moderate physical effort is required in operating, turning, backing, and controlling vehicle. Working Conditions: Operates vehicle in all types of traffic and weather on public roads and is exposed to the danger of serious accident. Driving is done in heavy traffic, in remote areas, at highway speeds, and over a wide range of conditions and configurations. Mobility: Must be able to go up and down stairs and ladders, lay on back under vehicles, stoop and be able to be on feet when working in grounds during normal shift.
