Salary at hiring will be dependent upon the applicant's education, experience, and training.Work Schedule: Monday through Friday, 7:30 a.m. - 4:00 p.m.Job Summary:Under general supervision and in cooperation with all work divisions within the department, to develop, plan, implement, and coordinate a training program in support of Public Works motor vehicle operations; to review and participate in the work of City staff who are responsible for operating motor vehicles; to support compliance with regulations and laws governing motor vehicles; and to perform a variety of technical tasks relative to assigned area of responsibility.Scope of Responsibility:Incumbent has a high degree of understanding of department or functional operations and can work with considerable initiative. Under management guidance, incumbent administers operating rules and procedures within set limits. Work products have a significant impact on departmental operations with moderate impact on the overall organization. Incumbent have frequent interaction with staff, co-workers and key customers to provide detailed procedures and respond to technical questions. Incumbent provide training to all levels of staff. Essential Duties and ResponsibilitiesTraining and Compliance
  • Plans, develops, updates, coordinates, and conducts employee training and retraining programs ensuring compliance with federal requirements including, but not limited to, the requirements of the Federal Motor Carrier Safety Administration (FMCSA) regulations; conducts, oversees, and manages training for Public Works employees, including both new hires and current employees.
  • Develops and updates curriculums, lesson plans, training and reference materials and processes; revises and updates documents as necessary; assists in the development and management of the Public Works Commercial Driver's License Training Program, equipment training and other safety and training related plans.
  • Works with Public Works Divisions, other city staff, as well as outside entities to support the development of training documents and media as necessary.
  • Recommends and assists in development of safety best practices, procedures, and policies in conjunction with other management staff.
  • Works with other management staff to integrate identified safety practices, mitigations, operational changes, and other items into training programs for both new hires and current employees; recommends changes to, and assists in development of, personnel, operational, and administrative policy.
  • Provides training both in classroom environments and in the field; participates in field work as necessary to support development of related programs, policies, and procedures.
  • Prepares employees for completion of licensing requirements including Commercial's Driver's Licenses with appropriate endorsements; ensures adherence to Entry Level Driver Training (ELDT) regulatory requirements for documentation and hours.
  • Provides training both in classroom environments and in the field; participates in field assessments as necessary to provide equipment training for equipment such as forklift, bobcat, skid steer, bulldozer, etc.
  • Operates vehicles and equipment in support of training programs and other assignments; provides direct instruction in use and operation of vehicles.
  • Sets up and tears down various driving courses, obstacles and other items in support of a closed course in vehicle training environment.
  • Develops and implements scenarios for use in the training environment including those focused on daily operation, technique scenarios, emergency action, defensive driving, customer service-related items, and other applicable items.
  • Plans and develops training schedules and coordinates with other employees to ensure timely completion of programs; trains and coordinates with other management team members for fulfillment of requirements.
  • Works with operational managers in scheduling of required training and compliance activities for all employees.
  • Completes required pull and review of employee license history to ensure continued compliance with local, state, and federal operating regulations.
  • Manages technology and systems related to training programs, compliance, and other applicable areas.
  • Coordinates and oversees the maintenance of accurate training records and documentation including training hours, curriculum completed, certifications and other records and communicates provided training to appropriate personnel; tracks and transmits required records to the FMCSA regarding ELDT regulations; maintains other data as required.
  • Conducts CDL A testing for Public Works Maintenance Workers/Equipment Operators and other department/division employees as needed.
  • Assists in interdepartmental training activities as assigned.
  • Works with other management staff on development of remedial actions for identified hazards including updated training curriculum; recommend updates to safety programs including but not limited to safety assurance and promotion.
Other Duties
  • Assists with general safety training requirements per OSHA, NIOSH, and Montana Department of Labor Industries.
  • Performs other duties as assigned.
Qualifications and SkillsRequired Qualifications and Skills:
  • Five (5) years' experience in Training and Development, Occupational Safety, Business or Public Administration, Transportation, or a related field.
  • One (1) year supervisory experience.
  • Experience in use of technology and computers, including Microsoft Office programs.
  • Strong interpersonal, organizational, and writing skills.
  • Must have held a commercial driver's license, Class A, Type 1 with airbrake and tanker endorsements for a minimum of two (2) years prior to beginning employment.
  • Five (5) or more years of experience with light, medium and heavy equipment operation.
  • Must have Entry Level Drivers Training certification through FMCSA or must be obtained within ninety (90) day of employment and register with FMCSA as a trainer.
  • Must be able to successfully pass a pre-employment drug test and a driving record check.
Preferred Qualifications and Skills:
  • A bachelor's degree in Training and Development, Occupational Safety, Business or Public Administration, Transportation, or a related field.
  • Experience with city government, state and federal regulations, and compliance.
  • Knowledge of motor vehicle regulations.
Physical Demands and Working ConditionsWork is a combination of indoors in a normal office environment with outdoor training courses and field visits. Intermittent physical effort involving lifting 50 pounds or less is required. Work requires high attention to detail or deadlines between 45% and 70% of the time. Exposure to multiple disagreeable elements none of which are greater than moderate intensity between 25% and 50% of the time including, but not limited to, cold, heat, odors, outdoors, and vibration.
