* Provides leadership to assist the State Resource Conservationist with implementation of agency easement programs.
* Manages restoration agreements, contracts and budgets, reviews modification request and processes in-scope or out-of-scope justification as necessary and elevates to the appropriate approving official.
* Provides statewide coordination of easement monitoring activities in accordance with established policy.
* Establishes and maintains positive and cooperative working relations with other federal, state, and local agencies, private organizations, to gain support and understanding of the program.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time in grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level).
Basic Education Requirement:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR
Combination of Education and Experience: courses equivalent to a major, as shown above, plus appropriate experience or additional education.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include providing technical guidance, assistance, and evaluation to easement management plans and appeals; preparing legal and programmatic analysis for appeal request in support of a financial assistance program or easement program.
Note: There is no education substitution for the GS-12 level.

* Physical Demands: The position requires both sedentary work, usually performed in an office setting, and moderate physical exertion, usually associated with outside field work including studies. The incumbent is required to visit field sites where extensive walking on rough terrain, contact with livestock, moderate climbing (including over fences), bending, lifting, carrying moderately heavy objects, and being outdoors in all types of weather may be required. Office work includes the use of a computer and other office equipment, with the physical demands typical of an office setting. The position requires driving and use of vehicle transportation. Safety precautions must be observed in the office and field to carry out work in a safe manner. Use of safety equipment may be required on some field construction sites.
* Work Environment: The work is performed in both an office and field environment. Field visits are made to project locations to meet with clients and inventory and evaluate rangeland resources. Adverse weather and unimproved roads are often encountered during field visits and may require the use of special protective equipment. Office work includes the use of a computer for extended periods of time. Evening work and overnight travel are occasionally required.
