Job Responsibilities: • Provide software to determine sediment thickness between mapped geologic horizons and grid sediment thickness for a geographic region to a database resolution. Also process and prepare environmental and acoustic data for acoustic modeling and bottom loss inversions. • Read environmental and acoustic data, extract bathymetry, compile sound speed profiles, extrapolate sound speed profiles to the sea surface, merge sound speed profiles with GDEM to extend them to the sea floor, compute effective wind speed, and prepare modeling input files. • Perform acoustic modeling and inversions by executing a frequency-appropriate OAML acoustic model to determine bottom loss parameters. Best-fit bottom loss parameters shall also be determined based on standard statistical methods for LFBL and MFBL. Relevant bottom loss parameters for CBLUG shall be extracted. Utilize the multiple cores available on high-performance workstations and genetic algorithm inversion software on the Defense Supercomputing Resource Center (DSRC) for LFBL's N-Layer. • Include a resume execution functionality for workstation software. Genetic algorithm inversion software shall be updated to utilize the current OAML acoustic model and DSCR hardware and software. • Ensure Initial bottom loss provinces can be determined, and the least spatially variable province map for a geographic region within error tolerance shall also be determined. Users shall be able to adjust provinces to generate the inversion's final province map. • Compute province metrics by standard statistics. This includes visual inspection/quality control functionality for critical functions, including sediment thickness, thickness gridding, environmental inputs, measured vs. modeled transmission loss comparisons, province maps, and province-wide measured vs. modeled transmission loss comparisons. • Document internally within the source code and externally with a user's and programmer's guides. Generate standard operating procedures and training materials, ensure software complies with NAVOCEANO's Authority to Operate (ATO) standards, Configuration Management (CM) policies, Risk Management Framework (RMF), and Defense Information Systems Agency (DISA) Security Technical Implement Guides (STIGs). • Implement Information Assurance/Security-mandated and Department of Defense (DoD), Navy cybersecurity, and Defense Information Systems Agency (DISA) - Security Technical Implementation Guides (STIG) compliance requirements, as defined in DOD Instruction 8500.01, OPNAV Instruction 5239.1D, and applicable Security Technical Implementation Guides (STIGs). All software applications developed for use on Navy information systems shall adhere to the latest active release of the Application Security and Development (ASD) STIG. • Develop and maintain maintenance and upgrade documentation that is tested, security-reviewed, packaged, and delivered to NP5's TPOC/QAM. Enter source code into the source code control system(s) and provide deliverables including source code and the instructions and support files needed to create executables. • Formulates and defines system scope and objectives for assigned projects. • Prepares detailed specifications for programs. • Responsible for program design, coding, testing, debugging and documentation. • Has full technical knowledge and responsibility of all phases of applications systems analysis and programming. • Understands the business or function for which application is designed. • Duties also include instructing, directing and checking the work of other systems analysts and programming personnel. • Responsible for quality assurance review. • Responsible for directing and monitoring the work of team members. • Formulates and defines specifications for operating system applications or modifies and maintains existing applications using engineering releases and utilities from the manufacturer. • Responsible for program design, modeling, simulation, coding, testing, debugging and documentation. • Responsible for applications dealing with the overall operating system, such as sophisticated file maintenance routines, large telecommunications/communications networks, computer accounting and advanced mathematical/scientific software packages. • Instructs, directs, and checks the work of other task personnel. • Responsible for quality assurance review and the evaluation of existing and new software products. Job Requirements: Clearance: Must possess a Secret Clearance • Education: Bachelor's degree from an accredited college or university with a curriculum or major field of study which provides substantial knowledge useful in managing large, complex AIS projects is closely related to the work to be automated, and/or in a computer science, information system, a physical science, engineering or a mathematics-intensive discipline. • Experience: Have seven years of increasingly complex and progressive experience in performing systems analysis, development, and implementation of business, mathematical, or scientific setting using a variety of information technology resources. Has experience with current technologies and, where required for the task, emerging technologies. Must have managed or had significant involvement with complex or substantive information technology projects including one year of experience in management and supervision.
