Grade 1 and 2 Network Administrators serve in entry level and intermediate assisting roles respectively while professionally developing. Grade 3 Network Administrators serve as a mentor for lower grade Network Administrators, designing and managing projects, directing infrastructure or system tasks and checking the team's work for conformance to standards, specifications, and guidelines. Monitors, implements, manages and maintains the county's data communications network, associated hosted sites, and (or) Data Center. Provides technical support and maintenance for the county's Local Area Network (LAN) and Wide Area Network (WAN) environment, storage, backup, generator(s) and UPS(s). Maintains the availability of the county's data communications network and systems to ensure county end-user productivity. Essential Functions All levels may perform the following functions, Level 1 and 2 with guidance from Grade 3 as needed:
  • Configures, manages, monitors the health of, and maintains the county's files servers, systems, network devices, directory services, users, printers, phones, storage, backup, and generator to ensure continuous secure user access to systems and resources.
  • Implements and maintains the county's physical and virtual server environment.
  • Analyzes and determines customers' business needs, current computer and network systems technologies, vendor offerings, budget requirements, and develops project plans, cost estimates and returns on investment for proposed solutions to ensure the highest level of customer satisfaction for minor systems.
  • Enforces standards for the county's wiring infrastructure, equipment, security, vendors' access, routing protocols, platforms, and applications.
  • Contributes in the planning, direction, and technical expertise regarding computer, network, resources, and services for both LAN's and WAN's and Internet.
  • Serves as the primary technical resource and technical escalation point to Computer Technicians in regards to the county's network, ITD staff and associated issues. Escalates upward as needed.
  • Participates in county hardware and software information technology projects.
  • Coordinates with other resources, departments, organizations and agencies as needed.
  • Maintains the integrity of the security of the county's network including password access, file access, intruder access, and protection against viruses and SPAM. Performs user analysis, trouble shoots problems, and follows through to resolution. Trouble-shoot problems, repair, and maintain data equipment.
  • Develops and maintains documents of Computers Technicians.
  • Maintains cooperative relationships with peer agencies and other governmental units. Primary point of contact for outside agencies for systems supported.
  • Provides end user training in different hardware software applications as necessary.
  • Provides primary support on non-essential systems, secondary support on County minor systems.
  • Grade 2 Network Administrator will also perform the following essential functions:
  • Designs and provides specifications for new minor projects including providing budgetary amounts to the CIO for inclusion in the annual budget.
  • Provides mentoring of Network Administrator Grade 1 and Computer Technicians.
  • Mid-point of escalation for technical issues within the team.
  • Ability to develop basic training curriculum for technologies employed by the County.
  • Grade 3 Network Administrator will also perform the following essential functions:
  • Designs and provides specifications for new major projects including providing budgetary amounts to the CIO for inclusion in the annual budget.
  • Manages multiple complex projects and timelines simultaneously, leads project meetings to ensure projects stay on track.
  • Substantial knowledge of the applicable policies, laws and ordinances pertaining to information technology.
  • Triage complex issues and incidents according to the County Incident Response Plan and develop both short-term and long-term responses to anomalous trends and desired improvements to situations.
  • Provides mentoring of Network Administrator Grade 1, Grade 2, and Computer Technicians.
  • Recommends County standards for hardware, software, systems, etc. for County
  • Final point of escalation for technical issues within the team.
  • Employment QualificationsMinimum Job Requirements: Grade 1 Associate's degree in Computer Science with 2 years of experience as a computer technician or equivalent. Or, 3 to 5 years of network administrator work experience in a LAN/WAN environment. Industry recognized technical certification such as a Cisco CCNA or Microsoft MCSE preferred but not required. Possession of a valid Michigan Driver's License. Grade 2 Associate's degree in Computer Science with 3 years of experience as a network administrator or equivalent. Or, 5 to 7 years of network administrator work experience in a complex LAN/WAN environment. Industry recognized technical certification such as a Cisco CCNA or Microsoft MCSE preferred but not required. Possession of a valid Michigan Driver's License. Grade 3 Bachelor's degree in Computer Science with 3-5 years of experience as a network administrator or equivalent. Or, 7 - 10 years of network administrator work experience in a complex LAN/WAN environment. Industry recognized technical certification such as a Cisco CCNA or Microsoft MCSE preferred but not required. Possession of a valid Michigan Driver's License. Knowledge, Skills and Abilities Required: All grades must meet these minimum:
    • Strong interpersonal and communications skills, good judgement, and the ability to establish effective working relationships with a wide range of people in a diverse community including department heads, elected officials, and outside agencies.
    • Working knowledge of networking concepts, Routing/Switching, Operating System technologies, Security, IP, advanced protocols and the Internet.
    • Systems knowledge, architecting/design skills, documentation and methodical problem solving skills.
    • Must be courteous and polite, and customer service oriented.
    • Excellent verbal, telephone, and written etiquette.
    • Proven ability to follow instructions, work self-directed, and multi-task.
    • Effective and efficient troubleshooting and problem solving skills.
    • Must be reliable and possess good organizational skills.
    Grade 2 must also meet the following minimum:
