- Demonstrated experience working as a senior level technologist in a complex, large- scale organization. Required 7 Years

Technical Specialist Essential Duties & Responsibilities: The position has responsibility for system's analysis and design review which includes assuring that business problems are fully understood, detailed requirements are investigated and proposed, and to collaborate with both internal and external teams to create architecture design. One of the key responsibilities of the position is to create architectural models/diagrams of existing agency applications from multiple disciplines (business, systems, data, and technology) by gathering information from various sources within an organization and through an iterative approach, gain the necessary insight to accurately depict the architecture within each discipline. The IT/Enterprise Architect will play a critical role in aligning state agencies need with technology solutions that drive innovation and manage/shape the overall IT strategy. Common responsibilities of the role:
- Systematic review of the business, security, service, and information systems domain components of a proposed solution to a business (agency) need/problem
- Review enterprise IT Projects for business alignment with state and agency goals, as well as the alignment with state and agency IT goals, objectives and strategies
- Review Statewide IT Procurements, inclusive of procurement artifacts (e.g. Requests for Proposals, Requests for Quotations, Invitations for Bids) and related enterprise IT project information to assure alignment between business requests/requirements and available architectural standards, technologies and solutions.
- Review Statewide IT Procurement Awards to affirm best solutions/vendor to meet both current and future state/agency needs
- Collaborate with an enterprise-wide stakeholder group to assess, develop, and maintain the enterprise architecture strategy and governance in alignment with the state of North Carolina's goals and objectives
- Evaluate current technology infrastructure and applications to identify areas of improvement and opportunity
- Establish and uphold state-wide enterprise architecture principles, guidelines, and best practices to ensure consistency, interoperability, security, and optimization
- Assess potential risks associated with initiatives as it is related to enterprise architecture and work with stakeholders to improve, protect and secure
- Review, guide and support enterprise-wide IT projects and IT procurements governed by enterprise architecture
- Evaluate third-party vendors and solutions crucial to the success of state projects and procurements, ensuring adherence to standards and integrations to existing solutions
- Implement architectural standards, guidance and frameworks while keeping up with emerging technology trends
