Job Duties
The Virginia Department of Environmental Quality, Northern Regional Office is seeking a qualified candidate to coordinate daily activities of the regional solid and hazardous waste compliance teams and pollution response activity related to waste/land protection. Provide leadership, assistance, and technical insight to the regional waste/land protection team in the processing of applications, reports, and plan submittals from solid waste management and disposal facilities. Review and provide feedback on inspection reports, compliance letters, and other items prepared by regional waste compliance inspectors to ensure consistency with agency policies and guidance. Perform waste inspections, evaluate compliance with issued permits and waste regulations, prepare inspection reports, and provide compliance assistance and enforcement support when necessary. Respond to and investigate reports of improper waste management. Maintain up-to-date file records for waste facilities by storing and uploading files and logging and entering waste permitting and compliance information into applicable Agency databases. Provide coordination, collaboration and customer service to citizens, regulated community, DEQ staff, other state agencies, and federal agencies. Collaborate with other DEQ media groups. Represent DEQ solid waste program on technical matters in meetings related to waste management and pollution and support other members of DEQ in fulfillment of their missions. Utilizes Agency environmental databases to support Agency programs, such as researching and querying agency databases as needed for FOIA and QA/QC purposes. Perform other duties as necessary or assigned, in support of the Agency mission.
Minimum Qualifications
* Knowledge of fundamental principles of environmental science or engineering, including chemistry, soil science, geology, hydrology, and waste management techniques.
* Knowledge of state and federal environmental laws and regulations with skills in conducting inspections/ investigations.
* Skills in screening, organizing, and analyzing data, interpreting and assessing environmental impacts, and communicating regulations and procedures.
* Ability to communicate effectively, both orally and in writing, prepare and present technical reports to diverse groups, make independent and sound decisions, to work without close supervision, and to resolve problems independently and as a team.
* Skills using personal computers and network/web-based software.
Additional Considerations
* Prior and/or current work experience in performing inspections of solid waste management facilities, hazardous waste generators, and regulated medical waste treatment facilities.
* Experience evaluating landfill gas plans and/or groundwater monitoring systems.
* Work experience writing, developing and/or reviewing waste permitting documents and related plans.
* Experience managing multiple projects concurrently.
