Job Description:

Under direct supervision in a learning capacity, to provide nursing care for clients in clinic or field nursing settings; to assist clinicians in the examination and treatment of clients; and to perform other duties as required.

Assesses client needs accurately and plans appropriate interventions to implement care according to the developed plan; involves client in the planning process; incorporates changes to the plan of care following review by the supervisor; evaluates the effectiveness of nursing care and reassesses client needs as necessary; assists clients with preparation of examinations and treatments as ordered; assists physicians, nurse practitioners and other nurses with examinations, treatments, dressings, tests, immunizations, etc.; prepares and maintains equipment for treatments and tests; assists in preparing the clinic for client visits and assists in clinic clean-up during and after clinic hours; takes and records vital signs; observes and reports both physical and emotional symptoms and conditions of clients; obtains health histories; administers all medications and immunizations using the prescribed and recommended routes and methods; accurately provides technical nursing care, including phlebotomy, administration of medications, and immunizations according to established protocols; assists in epidemiological investigations by obtaining names of communicable disease contacts and making referrals/appointments for tests and treatment; teaches preventive health measures, such as nutrition, immunization, accident prevention and family planning; prepares records, reports and statistical information; protects the rights of clients and maintains confidentiality of all client contacts and information; learns to identify and report child or dependent adult abuse and incidents of domestic violence; complies with universal precautions, safety and other procedures per Federal and State CLIA and OSHA regulations; attends conferences, training and meetings as assigned. Knowledge of:

* Establish and maintain cooperative relationships with other health professionals, co-workers, and the general public.

* Learn to use public health nursing practices.

* Maintain all standards of nursing practice according to the Nurse Practice Act.

* Maintain confidentiality of client records and information.

* Learn and utilize computerized software programs incorporated in clinical practices and other assignments.

* Learn and utilize basic client eligibility criteria for referral/resource agencies such as emergency assistance programs, women's shelters, WIC, alcohol and other drug programs.

* Learn and utilize ordinances, rules, laws, and regulations governing public health services and nursing practices.

* Learn and utilize information about the causes and modes of transmission and methods of control for communicable diseases.

EDUCATION AND TRAINING

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience:

No experience is necessary.

Training:

Possession of a valid Interim Permit to practice professional nursing issued by the California Board of Registered Nursing,

OR

Proof of completion of the majority of academic nursing requirements of the California Board of Registered Nursing.

Special Requirements:

Essential duties require the following physical skills and work environment:

Ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 25 lbs.; exposure to cold, heat, noise, outdoors, chemicals, explosive materials, and infectious diseases.

Depending upon the number of applicants meeting the minimum qualifications, applicants may be scheduled for the assessment listed below. Passing score is 70% out of 100%.

Placement on Eligible List:

The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.

Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.
