HOURLY RANGE: $45.556 -$61.575

DISTINGUISHING FEATURES OF THE CLASS: The work involves the assessment, planning, implementation, evaluation and assignment of nursing care in the Behavioral Health Units and associated clinical areas of the Erie County Medical Center Corporation (ECMCC). The incumbent is responsible for monitoring performance of nursing and related services as performed by lower-level nursing staff for compliance with various regulations, standards, policies and procedures. The incumbent develops recommendations and assists in the implementation of corrective actions and operational initiatives. Work is performed under the general supervision of higher-level behavioral health administrative (professional) nursing staff. Supervision is exercised over lower-level behavioral health nursing, paraprofessional, clerical and support staff. Does related work as required.

TYPICAL WORK ACTIVITIES:

Supervises nursing and related services as performed by lower-level staff in behavioral health units;

Develops work schedules, monitors and maintains adequate staffing levels, evaluates employee performance, monitors employee time and attendance, and participates in disciplinary matters;

Oversees behavioral health staff for performance of work in accordance with various compliance guidelines, chart audit guidelines, regulatory requirements, etc.;

Plans and implements orientation and training programs specific to professional nursing within behavioral health;

Disseminates information to staff, insurance companies, patients, family members, etc.;

Monitors and maintains appropriate stock of materials and equipment;

Performs quality inspections; assists in developing responses to quality matters and other corrective action(s) designed to improve patient care, clinical operations and patient experience;

Receives, reviews and responds to matters as brought forth by patients, caregivers, departments staff, organizational members, etc.;

Serves as a clinical resource person, patient advocate and clinical role model;

Performs professional nursing work as needed;

Participates in and may organize meetings, committees, trainings, in-services, conferences, etc.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles, practices, terminology and equipment associated with professional nursing in general and in a behavioral health setting; good knowledge of the principles and practices as they relate to hospital unit operations; working knowledge of applicable laws, rules, regulations, accreditation standards, and ECMCC policies and procedures; ability to supervise, plan, assign and evaluate the work of lower-level behavioral health staff; ability to train and orient others on professional nursing and matters related to behavioral health; ability to evaluate and develop methods for providing and improving quality of care and clinical operations in a behavioral health setting; ability to utilize clinical expertise and clinical data in developing patient care and clinical operations methods and standards specific to behavioral health; ability to work effectively on an interdisciplinary care team; ability to compile and maintain data; ability to handle multiple and changing priorities; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS:

* Possession of a Bachelor's Degree* in Nursing and two (2) years of registered professional nursing experience, of which one (1) year was in a behavioral health setting; or:

* Graduation from a School of Nursing* and four (4) years of registered professional nursing experience, of which one (1) year was in a behavioral health setting; or:

* An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENTS:

Possession of a license and current registration to practice as a Registered Professional Nurse in New York State at time of application and maintenance throughout duration of appointment;

Possession of Basic Life Support (BLS) Certification at time of appointment and maintenance throughout duration of appointment;

Completion of New York State Office of Mental Health-Bureau of Education and Workforce Development (BEWD) certified safety program within three (3) months of appointment and participation in annual re-training;

Section 424-a of the Social Services Law requires the local social services district to inquire whether the applicant is the subject of an indicated child abuse or maltreatment report on file with the State Central Register of Child Abuse and Maltreatment. All potential employees for this position will be requested to sign the necessary clearance form prior to being advised that they will be hired.
