NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:One year of clerical experience.COMPETITIVE MINIMUM QUALIFICATIONS:Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-7 or higher and otherwise eligible for transfer under Civil Service Law.NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS: Non-Competitive Promotion (NCP) Qualifications: To be eligible for NCP, candidates must be in the Department of State promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as an Office Assistant 1, Clerical, or Keyboarding title allocated to a Grade 6 or higher. If 3 or fewer qualified Department of State Office Assistant 2 respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Office Assistant 1, Clerical, or Keyboarding title without further examination.Note: Non-competitive refers to not competing in an examination; the appointment will be competitive. It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.55 B/C QUALIFICATIONS: Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.DUTIES: The Office Assistant 2 duties in the Division of Buildings Standards & Codes will include but are not limited to the following: Supervise two or more Office Assistant 1 s or other lower-level staff. Directly perform the more difficult/complicated clerical processing and office support work for which substantive knowledge of the program area is required.Under the supervision of the Program Aide, the Office Assistant 2 would perform a range of tasks, including but not limited to: Gather, compile, and prepare data from manual or automated files for input into the State Learning Management System (SLMS):oHomework completion.oBasic training verification.oCertification checks.oUpdates to contact information and other duties as assigned.oCorrecting errors in SLMS. Respond to questions concerning the operation of the unit or program area. Resolve work problems. Review forms and documents and make appropriate determinations. Coordinate arrangements for meetings, courses, and other gatherings:oArrange for rooms.oTake attendance.oEnsure appropriate materials and equipment are available.
