Stats. 59.43. Provides assistance/customer service to title companies, attorneys, county employees and the general public. Essential Duties The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Provides customer service through telephone, email, and face-to-face interactions.
  • Reviews real estate documents presented for recording and makes a determination as to whether to accept (record) or reject the documents based upon Wisconsin State Statutes recording requirements; enters recording document data into the land records system.
  • Communicates with attorneys, surveyors, title insurance representatives and other customers regarding the statutory recording requirements which need to be met for the recording of deeds, mortgages, and other real estate related documents.
  • Prepares documents for indexing and imaging, including the scanning of all recorded documents. Uses quality control and established procedures related to the recording of real estate records and the filing of vital records.
  • Issues copies of recorded documents and other filed records upon request and collects required fees.
  • Input data from eReturn Transfer Receipts into the Department of Revenue website.
  • Assists genealogists, realtors, attorneys, title searchers, surveyors, appraisers, and the general public in the use of office indexes and computer systems.
  • Conducts daily cash balancing and submits deposits to the County Treasurer for fees collected.
  • Reviews vital records for death and marriage for accuracy and statutory requirements.
  • Utilizes the Wisconsin State Vital Records Information System (SVRIS) and the paper vital records filed in the office to access, search and issue certified/uncertified copies of Douglas County birth, marriage and death records.
  • Acts as liaison between the public and the state vital records office to effectuate any corrections which need to be made to a vital record.
  • Index and verifies information from older recorded real estate documents into the computerized tract index.
  • Performs other duties as needed or assigned.

Preferred qualifications include vocational or technical training in an office support-related field, at least one year of office experience, customer service skills, and experience working with land records or confidential information. Working Conditions: This job operates in a professional office environment and routinely uses standard office equipment, such as computers, phones, photocopiers, filing cabinets and fax machines. Physical Requirements: Requires the ability to operate a variety of office equipment such as computer terminal, typewriter, telephone, fax machine, calculator/adding machine, computer printer, department audio/visual equipment, and photocopier; requires the ability to coordinate eyes, hands, feet and limbs in performing movements requiring moderate skill, such as typing; tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five to ten pounds. Tasks may involve extended periods of time at a keyboard or workstation; requires the ability to recognize and identify similarities or differences between characteristics of shapes and sounds associated with job-related objects, materials and tasks.
