The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Overview of Job:
The Office Director of Housing Finance oversees the funding and allocation of federal and state resources dedicated to the development and preservation of affordable housing. This position requires strong technical knowledge regarding the financing of complex multifamily properties including the Federal and State Low Income Housing Tax Credit Program as well as HOME Program. The position requires very strong problem-solving skills and the ability to navigate multiple layers of complex government programs and the willingness to engage in public speaking events throughout the year. Interaction is primarily with high-level state and local government leaders, the Internal Revenue Service, the Department of Insurance, the Department of Housing and Urban Development, the Department of Treasury officials, and the development community. This role provides direct oversight to the drafting and implementation of DCA's Qualified Application Plan (QAP). The ability to analyze and manipulate data from multiple data sources to drive strategic analysis of housing objections is required.
The Office Director directs subordinate managers and staff in the application of the operating strategies. This role will provide some direction and influence on agency policy and provide leadership across multiple units or departments.
MINIMUM ELIGIBILITY REQUIREMENTS
Bachelor's degree in a related field from an accredited college or university AND five years' experience managing professional level staff, OR nine years of related professional experience AND five years managing professional level staff, OR five years of experience at the lower level (GSM012). Note: A combination of education and experience at agency discretion.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES
* Ability to develop business strategies and plans that reflect the mission of DCA and the vision for the Division
* Ability to effectively manage staff and direct reports in a way that builds rapport, support of the vision, and that fosters trust
* Demonstrable knowledge and skills with Microsoft Office suite and Adobe Pro
* Manage and prioritize competing interests
* Oversight of administrative tasks including performance evaluations, budget development, contract management, staff time and leave requests
* Report internally on portfolio metrics and staff production
* Provide periodic reporting to external funding sources and clients on compliance matters
* Respond to inquiries, phone calls, correspondence, and email in a timely and responsive manner
* Interface effectively and professionally with department staff, external partners, and Agency representatives.
* Review and comprehend technical documents such as federal housing regulations and associated policies and procedures.
PREFERRED KNOWLEDGE AND SKILLS
* Knowledge of the Federal Low-Income Housing Tax Credit, HOME Program, and other HUD and State funded programs
* Experience in Underwriting, Asset Management, Allocations, Construction Management, Policy
* Demonstrable oral and written communication skills
* Experience and comfort with public speaking
* Have existing knowledge or business relationships with key industry stakeholders
* Ability and willingness to represent the Office, the Division, and the Agency as a subject matter expert at conferences, grand openings, and other public events
* Liaise with other internal business groups in pursuit of cross-department info sharing and development
* Ability to develop, review, and analyze formal written presentations relating to a variety of complex issues involving portfolio compliance oversight
* Ability to respond appropriately in challenging situations and serve as a resource to team members and internal/external stakeholders
* Ability to develop policies and procedures that result in operating efficiencies and minimize risk

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as a hybrid (part in-office and part remote/Telework) position. This position is full time (40 hours per week) and may require occasional overtime. Local and national periodic travel may be required.
PHYSICAL/SENSORY REQUIREMENTS
Sedentary Work - Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
