JOB SUMMARY: Under general supervision, provides working level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic.
POSITION SPECIFIC DUTIES: Under general supervision, and with a well-developed knowledge of construction plans, specifications, department policies, federal regulations and policies, construction procedures and operations, preform engineering contract audits of all records pertaining to contractual requirements and payment of construction projects within an assigned geographic area. Perform field inspections of construction activities. Perform field inspection of work activities and the methods of measurement for payment. Perform as a technical expert and training source for department field engineering personnel with respect to contractual commitment. Display a high level of initiative and the highest standard of ethical conduct.
Job Note: The selected applicant may have to cross District boundaries as required by Department workloads. Locations may change depending on applicant selected.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
* Bachelor's degree from an accredited college or university in a related field AND Six months of related experience OR
* Associate's degree in a related field from an accredited college or university AND One year of related experience OR
* One year of experience required at the lower level Transportation Specialist 1 (TRP050) or position equivalent.
* AGENCY SPECIFIC QUALIFICATIONS:
* Experience with construction standards and specifications, pay items and methods of calculating payment, acceptable construction practices and the English and metric systems.
* Experience in reading and understanding in detail all pertinent construction plans, policy documents, and apply these rules, along with established department practices to solve pay document process problems.
* Possess well developed knowledge of department construction polices.
* Knowledge to plan own work and set priories in response to varying demands.
* Perform complicated mathematical operations required to solve complex problems encountered in the examination and validation of construction payments.
* Knowledge to communicate clearly and concisely on audit findings and problems encountered in the audit, and to prepare other reports.
* Ability to readily learn new procedures relative to methods of pay and project documentation practices, and to teach these to department personnel.
* Possess a high working level of proficiency in Site Manager, Microsoft Office applications, and windows-based applications.
* Ability to make sound auditing decisions and communicate findings to project personnel.
* Varying work schedules and periodic overnight travel.
* Ability to visualize projects by reading plans and visualize stages of work associated with progress payments.
* Committed to providing quality customer service.
AGENCY PREFERRED QUALIFICATIONS:
* Experience in a transportation or civil engineering related environment.
